Hai Phong arranges schools, expands high schools, reduces enrollment pressure for 10th grade

Hai Phong - Many localities in Hai Phong City are urgently implementing plans to arrange public educational institutions according to the city's general direction.

Merging schools, stabilizing focal points

According to information from Thuy Nguyen ward, the locality has 17 public schools with 365 classes and 13,752 students. Among them, preschools have 6 schools, 104 classes, 3,336 children; primary schools have 6 schools, 143 classes, 5,474 students; secondary schools have 5 schools, 118 classes, 4,942 students.

After arranging public educational institutions, Thuy Nguyen ward plans to reduce 5 schools, equivalent to 29.4%, to 12 schools. In which, merging Thuy Son Kindergarten into Thuy Duong Kindergarten; Tan Duong Kindergarten into Duong Quan Kindergarten. At the primary level, merging Thuy Son Elementary School into Tan Duong Elementary School. At the secondary level, merging Tan Duong Secondary School into Hoa Dong Secondary School and Duong Quan Secondary School into Thuy Duong Secondary School.

Do Son Ward is expected to reduce from 8 to 5 public educational institutions, equivalent to a reduction of 37.5% of focal points after arrangement. According to the plan, 5 educational institutions after arrangement include: Hai Son Kindergarten (19 classes), Van Huong Kindergarten (19 classes, formed from the merger of Ngoc Xuyen Kindergarten and Van Huong Kindergarten), Hai Son Elementary School is kept with 26 classes; Ngoc Xuyen Elementary School is formed from Ngoc Xuyen Elementary School and Van Huong Primary & Secondary School block, scale of 30 classes.

Do Son Secondary School was formed from Van Son Secondary School, Ngoc Hai Secondary School and Van Huong Primary & Secondary School secondary school block, with a planned scale of 41 classes. The arrangement aims to streamline focal points, effectively use facilities and staff, and basically maintain the scale of classes, without reducing students' learning opportunities.

Some other localities are also implementing plans to arrange public educational institutions, striving to reach the finish line before August 20, such as Phu Lien ward, which is expected to reduce 5 focal points, in which preschool levels are reduced from 5 to 3 schools; primary schools from 6 to 4 schools and secondary schools from 3 to 2 schools. Le Chan ward also developed a plan to reduce from 23 institutions to 16 public educational institutions, equivalent to 30.4%. Including a reduction of 4 kindergartens, 2 primary schools and 1 secondary school.

Previously, some localities also implemented the arrangement and merger of public educational institutions. Vinh Thinh commune merged Vinh Long - Thang Thuy Primary School (facility 2) into Trung Lap Primary School, called Trung Lap Primary School. Vinh Hai commune established Dong Minh Kindergarten on the basis of merging Hung Nhan Kindergarten into Dong Minh Kindergarten. Hai Duong Ward established Quang Trung Kindergarten on the basis of merging Tran Hung Dao Kindergarten into Quang Trung Kindergarten...

Organize organization but not disrupt learning

According to the general plan of Hai Phong City, the system of 1,324 kindergartens, primary schools and secondary schools will be arranged to be 780 schools, a reduction of 544 focal points, equivalent to 41.1%. In which, preschools will be reduced from 467 to 273 schools, a reduction of 194 schools; primary schools from 433 to 274 schools, a reduction of 159 schools; secondary schools from 424 to 233 schools, a reduction of 191 schools.

For high school level, Hai Phong does not implement the reduction of focal points because this system only meets about 60.5% of the demand for public 10th grade. Instead, the city orients to increase investment, expand the scale of public high schools and build additional new schools to reduce the pressure of 10th grade enrollment in the following years.

Vice Chairman of the City People's Committee Nguyen Minh Hung emphasized that the core objectives and requirements of arranging public educational institutions are to reduce management focal points but not reduce convenient learning scores; arrange organization but not disrupt learning; streamline the apparatus but must improve quality and service responsibility. The ultimate measure of arrangement is students' learning rights, education quality, resource utilization efficiency and the consensus of the people.

The commune level completes the arrangement of educational institutions in the area before August 20, ensuring stable school operations, without affecting the opening of the 2026 - 2027 school year.
