The above content was raised by Minister of Education and Training Hoang Minh Son at the explanation session on the morning of September 20 organized by the National Assembly's Committee for Culture and Society, when talking about the proposal for a roadmap to tighten university admission methods from 2027.

According to the Minister, in recent years, since the implementation of the Law on Higher Education in 2018, autonomy in determining admission methods has been assigned to universities.

The law also clearly stipulates that the Ministry's regulations are based on the principle of respecting the autonomy of universities, but must ensure fairness, reliability, and correct assessment of learners' abilities. Therefore, the solutions proposed annually have adjustments.

Minister Hoang Minh Son affirmed that, basically, there are no major changes. Autonomy of schools is still implemented, with many different methods, from many different data sources. The Ministry only stipulates common corridors to ensure implementation principles.

Currently, universities use many admission methods. The Minister said that the number of admission methods proposed by schools is much higher than the number of 20 methods compiled and classified by the Ministry, but mainly based on the methods: Examining high school graduation exam scores; considering high school transcript scores; based on the competency assessment exam of schools. In addition, it is also based on the assessment scores of exams, international certificates and other criteria, so many methods are created.

The Minister affirmed the view that, for a major, a training program, when candidates have been selected, there must be unified criteria. When unified criteria have been set for the capacity and knowledge requirements of learners, the enrollment method must also ensure consistency.

If a school chooses multiple methods, it must ensure that the entrance benchmark scores of these methods are equivalent" - Minister Hoang Minh Son stated.

However, according to the Minister, in previous years, there was a situation where each method was accompanied by a separate target, causing inequality and unfairness for candidates.

Sometimes the target is 100, but this method is 50, that method is 20, there is no basis leading to very different benchmark scores without explanation" - the Minister stated the reality.

To overcome this, the Ministry has requested to convert points to be equivalent. The Minister assessed that since implementing the above requirement from 2025, there have been very clear improvements and the gap has decreased significantly.

However, he believes that there are still inadequacies because even when converting scores, each school still converts them differently between exams, between transcript scores and high school graduation exam scores.

We see that transcript scores between schools and between localities cannot be unified. Therefore, conversion is not entirely accurate. Therefore, it is necessary to reduce the number of admission methods based on the basis of analyzing admission data from many years ago, based on the academic results that schools submit" - the Minister explained.

In theory, a capacity, a knowledge of a student, if we evaluate it by many different methods, the conversion is very difficult, although the Ministry has requested it, the conversion is very difficult.

Therefore, there needs to be a roadmap to reduce enrollment methods. When a school sees that this major, this program needs to assess which competencies are most suitable, there is only one suitable method.

Minister Hoang Minh Son affirmed that the adjustment will have a roadmap.

From 2027, there will be three admission methods for each major and program, and by 2028 there will be one more" - the Minister proposed.
