In the 2026-2027 school year, the Ministry of Education and Training sets a goal to improve salary, allowance and attraction policies to develop the teaching staff.

Developing a team of teachers and education administrators

This is one of the key tasks and solutions for the 2026 - 2027 school year set out by the Ministry of Education and Training (MOET) to develop the teaching staff and educational administrators.

The Ministry of Education and Training said that it will organize the synchronous and effective implementation of the Law on Teachers and guiding documents for implementation; fully and promptly implement salary and allowance regimes, policies to attract, treat and honor teachers. Prioritize policies for teachers working in ethnic minority areas, mountainous areas, border areas, islands, particularly difficult areas and teachers of subjects that are still lacking.

Localities urgently recruit all assigned teacher payrolls; review teacher needs according to student size, class size, subject number and requirements for organizing 2-session/day teaching. Flexibly implement the mobilization, assignment, inter-school teaching, and arrangement of teachers according to school clusters; overcome the situation of local teacher surplus and shortage and prevent the situation of having payrolls but slow recruitment.

Along with that, the Ministry continues to implement the roadmap to improve the standard training level of teachers; innovate regular training according to job position needs, professional capacity and actual conditions. Focus on fostering school governance capacity, digital capacity, AI use, foreign languages, psychological counseling, inclusive education, organizing STEM teaching and testing and assessment towards capacity development.

The Ministry will also review, arrange, and consolidate the team of education management officials after arranging the network of educational institutions; have appropriate arrangement and use plans for redundant management officials and staff. The appointment, transfer, and evaluation of management officials must be based on qualities, capacity, prestige and task performance results, and do not allow localized, closed or evasive situations to occur.

At the same time, strengthen the protection of the honor, prestige, rights and legitimate interests of teachers; resolutely handle acts of violating teacher ethics, violence, insulting learners, fraud in professional matters and taking advantage of educational activities for personal gain.

The whole country is still short of 104,516 full-time teachers compared to the quota.

According to statistics from the Ministry of Education and Training, teacher shortages are still common in most localities.

As of June 2026, the whole country is still short of 104,516 teachers in the payroll compared to the regulations of the Ministry of Education and Training. Some provinces are very short such as Dien Bien (short of 1,752 teachers), Tuyen Quang (short of 1,753 teachers)...

The payroll for 2026 assigned in Decision No. 185-QD/TW dated June 2, 2026 of the Politburo has decreased significantly compared to 2025, leading to a corresponding reduction in the teacher payroll assigned. Many localities have organized recruitment or have plans to recruit the payroll assigned in 2025 that has not been used and must now stop.

The reasons are that the assigned staff size has not kept up with the number of students increasing according to population; some places have local teacher surpluses and shortages that have not been regulated in time; the teacher quota has increased when expanding the number of 2-session classes; many localities are slow to recruit teachers according to the assigned staff size (the number of teachers who have not been recruited is approximately equal to the number of contract teachers).
