According to the document sent to the National Assembly's Committee for Petitions and Supervision, the Delegation of National Assembly Deputies of Da Nang City, voters proposed that it is necessary to study and consider adjusting the retirement age to suit the specific nature of the profession. Accordingly, for the education sector in general and teachers and people working in teaching in particular, it should be stipulated in the direction of reducing the retirement age for female workers to 55 years old and male workers to 60 years old to ensure the health of workers, improve teaching quality, create conditions for rejuvenating the teaching staff, and meet the requirements of current education innovation.
Answering this question, the Ministry of Education and Training said that the retirement age of employees is implemented according to the provisions of the 2019 Labor Code and guiding documents for implementation.
For preschool teachers, due to the specific nature of the profession, the Law on Teachers stipulates that if they wish, preschool teachers are allowed to retire at a lower age but not exceeding 5 years compared to the retirement age of employees in normal working conditions.
In case of having 15 years or more of social insurance contribution, the pension benefit rate is not reduced due to early retirement.
Regarding the proposal to reduce the retirement age of the entire teaching staff to 55 years old for women and 60 years old for men, the Ministry of Education and Training believes that this is an issue related to the general policy on the retirement age of workers.
Therefore, this issue needs to be comprehensively researched and assessed on the impact on human resources in the education sector, balancing the social insurance fund and the need to use the teaching staff.
The Ministry of Education and Training said it will coordinate with the Ministry of Home Affairs and relevant agencies in the process of researching and reviewing policies on retirement age.
