On September 17, news from Lam Dong Provincial People's Committee said that Mr. Nguyen Hong Hai - Standing Vice Chairman of the Provincial People's Committee - signed a document conveying the direction of the Chairman of the Provincial People's Committee on handling the situation of encroachment, construction of unlicensed works and illegal connections in the road safety corridor along National Highway 28B.
Accordingly, the Chairman of the Provincial People's Committee criticized the Chairman of Phan Son Commune People's Committee for not seriously implementing previous directions. The locality has not promptly detected and prevented the situation of people encroaching, leveling ground, building illegal works and has not resolutely handled it, allowing re-encroachment to occur.
The Chairman of the Provincial People's Committee requested the chairmen of the People's Committees of communes with National Highway 28B passing through to continue to mobilize individuals, organizations, and owners of business establishments, shops, and rest stops to sign commitments not to violate the road safety corridor.
Business establishments must be responsible for ensuring traffic safety for vehicles entering and leaving. In case traffic safety disorder occurs or causes accidents, the business owner must be responsible according to regulations.
For violating projects that have not been complied with and new cases arising, local authorities must continue to mobilize and request self-dismantling. Cases of non-compliance must be resolutely handled.
Localities are required to develop plans and organize coercion for cases of non-compliance with regulations, to be completed in September 2026.
Phan Son Commune People's Committee is requested to have a document requesting Bac Binh Hydropower Plant to coordinate the dismantling of violating works of 9 households encroaching on land in the hydropower reservoir area. The dismantling must be completed in September 2026.
The Department of Construction is assigned to direct the inter-sectoral working group to continue to inspect and handle the situation of encroachment, construction of unlicensed works and illegal connections within the road safety corridor of National Highway 28B.
Previously, the Department of Construction and representatives of the People's Committees of communes where National Highway 28B passes through surveyed the actual locations planned for the construction of stops and rest stops on the route.
Through surveys, there are 11 locations expected to be invested. Among them, Phan Son commune has 6 locations, Luong Son commune 3 locations and Ta Hine commune 2 locations. The area of each location is expected to be from 500-5,000m2.
Some locations have now formed stopovers and are operating stably. The remaining locations will be studied and considered for land conditions by local authorities.
According to the survey plan, the locations planned for building rest stops must avoid overlapping with land planned for 3 types of forests, prioritizing land managed by the State and located outside the road traffic safety corridor.
