On February 11, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired the Conference on developing science and technology, innovation and high-quality human resources to promote economic growth.
At the conference, Minister of Education and Training Nguyen Kim Son spoke about the connection between the State - schools - enterprises and training high-quality human resources, promoting economic growth.
Minister Nguyen Kim Son said: Resolution No. 03/NQ-CP promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW identifies 41 key targets and 140 specific tasks, of which the Ministry of Education and Training is assigned to preside over 10 specific tasks and 21 general tasks.
Although the Ministry of Education and Training is not directly assigned to preside over and monitor any specific targets, most of the main targets have the participation and important contributions of the education and training sector.
Minister Nguyen Kim Son said that high-quality human resources, especially science and technology human resources, play a decisive role in the process of transforming the economy from labor-intensive and capital-intensive to knowledge- and technology-intensive, digital transformation and green transformation.
Higher education institutions are the cradles of training high-quality human resources, nurturing and developing scientific and technological talents. Many universities are also major research centers, leading in technology transfer and innovation.
Minister Nguyen Kim Son affirmed that if there is no breakthrough in the development of universities, there will be no breakthrough in the development of high-quality human resources and it will also be difficult to have a breakthrough in the development of science, technology and innovation.
Regarding key tasks and solutions, the Ministry of Education and Training identified perfecting institutions for the development of higher education with the goal of removing bottlenecks, freeing up resources, promoting the potential of university autonomy, and developing higher education institutions into strong research and innovation centers.
The Ministry of Education and Training is urgently evaluating to amend the Law on Higher Education as well as the Law on Vocational Education this year.
In addition, implementing the Government's Action Program, the Ministry of Education and Training was also assigned to develop a Government Resolution on piloting a number of breakthrough mechanisms and policies in training and attracting high-quality human resources in a number of key areas.
The second group of key tasks is to improve capacity and modernize the higher education system with the goal of improving capacity and effectiveness of state management, optimizing the operations of the entire higher education system and each higher education institution.
The third key task group is to promote STEM human resource training associated with scientific research and innovation. The goal is to ensure high-quality human resources in terms of quantity, quality and structure to serve breakthroughs in science and technology development, innovation and national digital transformation.
The key tasks clearly stated by Minister Nguyen Kim Son are to focus on implementing the Semiconductor Industry Human Resources Training Program and two important projects submitted to the Prime Minister (Project on training human resources for high-tech development, Project on developing a system of excellent training centers and talents in technology 4.0); coordinate with ministries and branches to develop and implement specific human resource training projects and plans for the railway, nuclear power and other technology sectors.
