Ho Chi Minh City spends 653 billion VND to exempt tuition fees for all preschool children under 5 years old and high school students from public and non-public from the 2025-2026 school year.

On the afternoon of February 20, the Ho Chi Minh City People's Council passed a resolution on a special policy to support tuition fees for preschool children under 5 years old and public and non-public high school students in the city from the 2025-2026 school year.

Preschool children under 5 years old and public high school students will not have to pay tuition fees.

For students in non-public schools (except for schools with foreign investment), the city will support the same level as the tuition fees of public schools.

Previously, at the end of 2024, the Ho Chi Minh City People's Council also approved a plan to exempt tuition fees for secondary schools, with a total implementation cost of about 237 billion VND. 5-year-old preschool children and primary school students are exempted from tuition fees according to the provisions of the Law on Education.

According to the Ho Chi Minh City People's Committee, expanding the tuition exemption policy is of great significance, especially in the context of celebrating the 50th anniversary of national reunification. The city wishes to implement a practical education policy, demonstrating deep concern for the people, while contributing to improving the quality of life and creating pride in local development.

This policy also comes from the practical socio-economic situation and is a continuation of tuition support policies that have been implemented in recent years.

Exemption from tuition fees for children under 5 years old and high school students not only helps reduce the financial burden on parents but also ensures that all students have the opportunity to go to school, contributing to building a fair learning society and sustainable development.

The total estimated budget to implement the tuition exemption policy for all preschool children under 5 years old and high school students in the 2025 - 2026 school year is 653 billion VND.
