The information was announced by a representative of the Department of Education and Training of Ho Chi Minh City at a press conference providing information on socio-economic issues in Ho Chi Minh City on the afternoon of October 10.
A representative of the Department of Education and Training said that on July 19, the Ho Chi Minh City People's Committee approved the plan to implement Decree No. 116/2020/ND-CP of the Government on policies to support tuition fees and living expenses for pedagogical students.
Currently, the Department of Education and Training is reviewing the contracts (contracts assigning the task of training pedagogical students for the 2021-2025 course to Saigon University and Ho Chi Minh City University of Education) to sign contracts on providing public career services using state budget funds with the two schools.
"After signing the contract, the Department of Education and Training will complete the procedures to directly pay the teacher training institution the tuition and living expenses support for pedagogical students (so that the two schools can pay the students). The implementation time is in October 2024," informed a representative of the Ho Chi Minh City Department of Education and Training.
The Department of Education and Training of Ho Chi Minh City added that it had previously issued decisions assigning tasks and ordering teacher training for 578 people at Saigon University and 170 people at Ho Chi Minh City University of Education.
Previously, Lao Dong Newspaper reported that many students in the pedagogy department of Saigon University said they were owed living allowances according to Decree 116 of the Government for pedagogy students.
T.N - a student majoring in Political Education at Saigon University - said that although he has entered his second year of study, he has not yet received any monthly living allowance, in addition to not having to pay tuition. The delay in receiving this allowance has caused difficulties for students in their studies and daily life.
T.B - a third-year student majoring in Physics Education - said that since enrolling, he has never received a living allowance according to Decree 116 of the Government for education students.
The delay and lack of support caused T.B to face financial difficulties as prices escalated and living costs increased. T.B had to work extra to make ends meet, which affected his studies.
According to Decree 116, from 2021, teacher training students will receive 100% tuition support from the State and 3.63 million VND/month for living expenses (not exceeding 10 months/school year). This funding comes from the budgets of localities, ministries, and branches, through the form of ordering with schools. The annual teacher training enrollment quota is regulated by the Ministry of Education and Training.
