Deputy Prime Minister Le Thanh Long has just signed a decision approving the development program, assigning Ho Chi Minh City National University the goal of entering the top 100 leading universities in Asia.

Deputy Prime Minister Le Thanh Long has just signed a decision approving the Ho Chi Minh City National University Development Program (VNU-HCM) belonging to the group of leading higher education institutions in Asia for the period 2026-2030, with a vision to become the leading research university system in the region by 2045.

According to the decision, the Program is implemented in the period 2026-2030, aiming to bring VNU-HCM into the group of leading higher education institutions in Asia by 2030.

VNU-HCM is positioned as a center for training high-quality human resources, developing and applying science and technology, promoting innovation and entrepreneurship, contributing to creating a driving force for rapid and sustainable growth for the country, especially the Southeast region.

The program identifies the consistent viewpoint of building VNU-HCM according to a multi-disciplinary, multi-field university model, playing the role of a key national university - research - innovation center.

According to the roadmap to 2030, VNU-HCM strives to be in the top 100 universities in Asia; have at least one field ranked in the top 100 in the world according to prestigious international rankings, including Mathematics.

Artificial intelligence and basic sciences are targeted to be ranked in the world group of 150-250. The proportion of lecturers with doctoral degrees reaches 75%; training and attracting at least 1,500 young and leading scientists, 100 visiting professors and 100 innovation experts.

VNU-HCM also sets a target of at least 60% of training programs in science, engineering, and technology being taught in English; prioritizing linking degree training with universities in the top 200 countries in the world.

The proportion of postgraduate students accounts for at least 30% of the total number of learners, of which graduate students account for 40%. Vision to 2045, VNU-HCM becomes the leading research university system in Asia, with at least 4 majors ranked in the group of 50 in the world, a place where talents converge and spread knowledge and Vietnamese culture.

To realize the goal, the Program sets out 6 groups of key tasks and solutions.

In which, priority is given to perfecting specific mechanisms and policies to attract and value leading experts, international scientists and Vietnamese intellectuals abroad.

At the same time, regulations on standards, conditions, and procedures for appointing and dismissing professors and associate professors must ensure that they are not lower than the general standards according to the regulations of the Ministry of Education and Training, and be implemented uniformly throughout VNU-HCM from 2026.

VNU-HCM will fundamentally innovate the quality of training, modernize teaching methods, promote the application of artificial intelligence; focus on developing key industries such as Mathematics, Artificial Intelligence, and Semiconductor Industry.

Along with that is investing in scientific research, innovation, technology transfer; forming strong research groups and building the VNU-HCM Innovation Center to become the nucleus connecting the State - School - Enterprise.
