The Congress not only summarized 40 years of Doi Moi and the 13th Congress term, but also shaped strategic thinking, established major goals and orientations for the country to 2030 and a development vision to 2045; and sent a message about a Vietnam that firmly pursues the path of independent, self-reliant, peaceful, friendly development, cooperation and development, multilateralization, and diversification of foreign relations; equal and mutually beneficial cooperation; being friends, reliable partners, active and responsible members of the international community; actively and responsibly participating in solving common problems of the region and the globe.
It can be said that the 14th Congress was prepared in a proactive and confident posture, reflecting the Party's long-term strategic vision and bravery in the context of a volatile world, clearly showing the determination of the entire Party and our people to bring the country forward strongly in the new era.
Bringing foreign affairs to breakthrough development in the new era

Clearly defining key tasks and strategic breakthroughs, especially in institutions, science and technology, human resources and infrastructure, will help transform development aspirations into specific and feasible action programs.
The 14th Congress is expected to clearly define the goals of rapid and sustainable development; consolidate strategic self-reliance, self-reliance, and self-strengthening; closely link socio-economic development with ensuring national defense, security and expanding foreign affairs. The 14th Congress will not only lead the country to develop in the next term, but also create a solid premise for Vietnam to confidently enter a new stage of development" - Ambassador Pham Thanh Binh emphasized.
Regarding foreign affairs, according to Ambassador Pham Thanh Binh, the Resolution of the 14th Congress is expected to continue to make Vietnam's foreign affairs develop outstandingly in the new era, commensurate with the historical, cultural and position of the country; closely link economic development with ensuring national defense and security and expanding foreign relations; comprehensive, deeper and more effective international integration, proactively participating and contributing responsibly to regional and global governance mechanisms and institutions; maximizing external resources for development, while enhancing the country's prestige, role and international position.

Strategic foundation for maintaining relations with China
Speaking about Vietnam - China relations and the prospects of cooperation between the two countries in the coming time with the orientations of the 14th Congress, Mr. Pham Thanh Binh said that in the past time, the Vietnam - China friendship relationship continued to maintain a positive, stable and in-depth development trend, with political trust increasingly strengthened, substantive cooperation in many fields achieving clear results and people-to-people exchanges increasingly close and intimate.
Especially in 2025, the two countries successfully organized many substantive and meaningful activities, successfully concluding the 75th anniversary of the establishment of diplomatic relations and the Year of Vietnam-China Humanitarian Exchange, creating new impetus and a stronger social foundation for bilateral relations.
On that basis, the Vietnam-China Comprehensive Strategic Cooperative Partnership and Shared Future Community relationship, which is of strategic significance, is in a very good and favorable development phase.
In that context, the major orientations of the 14th Congress are very important for the prospects of Vietnam - China cooperation in the coming time. The foreign policy guidelines established in the Congress documents continue to clearly affirm independence, self-reliance, multilateralization, diversification, putting national and ethnic interests first, while emphasizing the requirement to strengthen national defense and security associated with promoting foreign affairs and international integration as key and regular tasks.
This is a strategic foundation for Vietnam to maintain stable and long-term friendly neighborly relations with China in the current volatile regional and international environment.
These are also solid bases for the representative agencies of the two countries, including the Vietnamese Embassy in China, to continue to effectively implement their foreign affairs tasks.
The 14th Congress also clearly identified the requirements for foreign affairs development in the new era, commensurate with the historical, cultural and position of the country, comprehensive, extensive and effective international integration.
These orientations open up more room for Vietnam and China to promote high-quality, balanced and more sustainable cooperation, especially in fields such as economy - trade, investment, supply chain connectivity, digital transformation, green growth, science - technology and human exchange.
I believe that, on the basis of the high-level common understanding of the two Parties and two countries, along with the strategic orientations set out by the 14th Congress, Vietnam-China relations will continue to be led in a stable, healthy, and substantive direction, towards an increasingly better future, both bringing practical benefits to the people of the two countries and making positive contributions to peace, stability and development of the region and the world" - Ambassador Pham Thanh Binh affirmed.
