Over the past time, many parents have expressed mixed opinions about the situation of joint teaching at schools.
According to Lao Dong's information, the form of selecting linked teaching units between schools, even within the same school, is different.

Meanwhile, also related to linked teaching, this elementary school chose life skills subjects through bidding.
On September 8, 2025, Viet Hung Primary School approved the contractor selection results for the package "Implementation of the life skills education program at Viet Hung Primary School for the 2025-2026 school year".
Thien Tuong Limited Liability Company won the bid with a price of 272,160,000 VND. The capital source is income from life skills training. The implementation time of the bidding package is 9 months (from September 2025 to May 2026). The form of selection is direct appointment.
Not only Viet Hung Primary School, the bidding for selecting liên kết subjects is also not uniform in many other schools.
Informing Lao Dong Newspaper, the Principal of Ha Yen Quyet Secondary School (Cau Giay ward) said that currently, the linked English teaching unit is Oxbridge Education Group Joint Stock Company (Oxbridge Education Group). The Principal also said that the school chose this unit without bidding.
As for Quan Hoa Primary School, Cau Giay ward, in the 2025-2026 school year, the school is linked with Language Link Vietnam without bidding.
Also in the 2025-2026 school year, Sai Dong Urban Primary School, Long Bien ward, will conduct bidding again. The capital source is tuition fees of students participating in the program. The unit re-selected is Language Link Vietnam.
Accordingly, on August 26, 2025, the Principal of Sai Dong Urban Primary School signed a decision approving the results of online contractor selection for the package "English supplementary teaching organization service program for the school year 2025-2026 at Sai Dong Urban Primary School".
Familiar contractor
Expanding the investigation, Lao Dong Newspaper reporters recorded that some joint teaching units are familiar contractors in Hanoi.
Typically, Thien Tuong Limited Company (Thien Tuong Art Skills Training Center) - a life skills teaching unit at Viet Hung Primary School is also a familiar unit to schools in Hanoi.
Through surveys on the bidding information system, reporters recorded many bidding packages of kindergartens and general schools in Hanoi approved for this company to win the bid. Among them, there is a bidding package worth up to several billion VND.
At Duc Tu Elementary School, Dong Anh commune, Hanoi, Thien Tuong Limited Liability Company was approved to win the bidding package "Life Skills Education Program at Duc Tu Elementary School for the 2025-2026 school year", with a price of 926,100,000 VND on August 14, 2025 (according to Decision No. 262/QD-THDT).
On August 28, 2025, the Principal of Tien Duong Primary School, Phuc Thinh commune, Hanoi signed Decision No. 237/QD-THTD approving the contractor selection results for the package "Life Skills Education Program at Tien Duong Primary School for the 2025-2026 school year". The winning contractor is Thien Tuong Limited Liability Company. The winning bid price is 333,375,000 VND.
On January 7, 2026, the Principal of Bat Trang Secondary School, Bat Trang commune, Hanoi signed Decision No. 02/QD-THCSBT approving the contractor selection results for the package "Organizing life skills teaching for students of Bat Trang Secondary School in the 2025-2026 school year". Accordingly, Thien Tuong Limited Liability Company was appointed to win the bid with a value of 242,844,000 VND.
Regarding Oxbridge Education Group Joint Stock Company (Oxbridge Education Group), Ha Yen Quyet Secondary School said it did not go through bidding.
However, this unit itself in the 2025-2026 school year participated in winning bids in the form of open bidding with many schools in Hanoi. For example, Cau Giay Secondary School, in the 2025-2026 school year, this company won a bidding package worth 3,938,550,000 VND.
At Van Bao Primary School, Ha Dong ward, in the 2025 - 2026 school year, this company won the bidding package "Providing services to organize programs to introduce and tutor enhanced English with native teachers" worth 4,854,621,408 VND.
In the 2025 - 2026 school year, this company also won the bidding package for Providing services to organize English learning programs with native teachers in the 2025-2026 school year at Le Loi Secondary School, Ha Dong ward with a price of 3,625,380,000 VND.
Regarding the selection of joint teaching units, currently many schools are conducting bidding, and many schools are not conducting bidding. To clarify whether these programs need to be selected for bidding or not, Lao Dong Newspaper reporters contacted the Hanoi Department of Education and Training on March 10 to work. However, so far, reporters have not received an answer.
Talking to Lao Dong about the provisions of the law on bidding, lawyer Nguyen Thu Trang, Deputy Director of Heva Law Company Limited, said that specific cases need to be regulated by direct management agencies such as the Hanoi Department of Education and Training on bidding regulations for selecting liên kết units.
However, currently in general regulations, the subjects of application of the Bidding Law include capital from legal revenue sources according to the provisions of law of state agencies and public non-business units (including public schools).
The goal of the Bidding Law is also to create transparency and price competition to ensure savings. In fact, some schools have also chosen bidding when choosing linked subjects. Therefore, state agencies should have unified regulations on this issue, avoiding each place doing it in a different way.
