On August 11, the Department of Education and Training of Ho Chi Minh City reported on the situation related to American International Primary, Secondary and High School (AISVN).
The Ho Chi Minh City Department of Education and Training said that in September 2023, when it had information about financial difficulties affecting the ability to maintain operations, the Department advised the Ho Chi Minh City People's Committee to establish an interdisciplinary working group to work directly with the School Council and the Board of Directors to find solutions, but the school did not meet the conditions for maintaining operations.
By March 2024, the Department of Education and Training will coordinate with the Ho Chi Minh City Police and departments and branches to develop a plan to support students, and send staff to directly coordinate the operation of the school until the end of the 2023-2024 school year. At the same time, the School Council is required to urgently develop a restructuring plan for AIS International Education Joint Stock Company to ensure finance, facilities and personnel according to regulations.
In June 2024, because the school did not ensure financial and management personnel according to regulations, the Department of Education and Training issued a decision to suspend educational activities for 12 months. The decision clearly states: If the reason for the suspension is resolved within the time limit, it will be considered for resumption of operations; otherwise, it will be proposed to be dissolved.
In June 2025, the Department of Education and Training of Ho Chi Minh City worked with My AIS International Education Joint Stock Company and the school on the progress of the dossier. On June 18, 2025, the company submitted a report on the remediation and requested an extension of the suspension for another 12 months (until June 30, 2026).
However, this report cannot prove that the reason for the suspension has been remedied. By the end of the suspension period, the school had not yet met the conditions to resume operations.
The Ho Chi Minh City Department of Education and Training added that according to information from relevant agencies, as of June 28, 2025, My AIS International Education Joint Stock Company and My International School did not submit labor employment reports for the first 6 months of 2025; did not declare taxes for March and April 2025; were late in paying a total of more than 31.4 billion VND to social insurance and health insurance funds... (as of May 31, 2025) and currently the investor does not have an effective financial plan to handle these debts.
"Based on the 2019 Education Law and Decree 125/2024/ND-CP, the Department of Education and Training found that the school could not fix the reason for the suspension and could not prove financial capacity to maintain operations. The Department of Education and Training has reported to the Ho Chi Minh City People's Committee, proposing to dissolve the American International Primary, Secondary and High School. In case the investor meets the new establishment conditions, it is possible to prepare an appraisal application and be allowed to establish a multi-level general school according to regulations", the Department of Education and Training informed.
The scandal that occurred at the American International School began around September 2023 when many parents came to the school gate, asking to meet Ms. Nguyen Thi Ut Em - Chairwoman of the School Board, asking Ms. Ut Em to pay according to the refund contract.
These parents said that their children studied at the American International School, received regular training and were exempted from tuition fees during their time studying at the school. The condition is that parents lend money to the school, the school will repay the loan from the end of grade 12 and complete the procedures to terminate the regular training program or complete the procedures to stop studying at the American International School.
However, many parents said that their children have finished their school days for a long time but they have not yet received their refund.
On June 28, 2024, the Department of Education and Training of Ho Chi Minh City issued a decision to suspend the operation of the American International School from July 1, 2024 due to insufficient financial capacity and human resources to maintain teaching.
