Scholarships to encourage learning are one of the policies that many students are interested in. Recently, the Government issued Decree No. 66/2026/ND-CP detailing a number of articles of the Education Law, which clearly stipulates the subjects eligible for consideration and awarding scholarships to encourage learning.
Article 7 stipulates scholarships to encourage learning:
1. Subjects for consideration and awarding scholarships to encourage learning:
a) High school students of specialized high schools (hereinafter referred to as specialized schools), high school students of specialized high schools in higher education institutions with training results and academic results reaching the highest level in the assessment of training results, academic results of high school students in the scholarship consideration and awarding period and having a specialized subject average score of the consideration and awarding semester from 8.5 or higher or achieving one of the consolation prizes or higher in the national excellent student exam organized or co-organized by the Ministry of Education and Training or the regional or international exam of that academic year decided by the Ministry of Education and Training;
b) Students of gifted schools with training results achieving from Fair or higher, academic results from Achievement or higher and winning medals in national competitions organized or jointly organized by the managing Ministry or regional or international competitions of that school year decided by the managing Ministry;
c) Students studying in vocational education institutions, higher education institutions with academic and training results from Good or higher, not disciplined from reprimand or higher in the scholarship consideration period.
2. Scholarship level for subjects specified in points a and b, clause 1 of this Article:
a) For specialized schools and gifted schools: The scholarship level awarded to a student is decided by the Provincial People's Council but is not lower than 3 times the tuition fee level used as a basis for implementing tuition fee exemption for public high schools in the locality;
b) For specialized high schools in higher education institutions: The scholarship level awarded to a student is regulated by the principal of the higher education institution but is not lower than the tuition fee as a basis for implementing tuition fee exemption for public high schools in the locality where that school is headquartered.
3. Scholarship level for subjects specified in point c, clause 1 of this Article:
a) Affordable scholarships:
The scholarship level is equal to or higher than the current tuition fee ceiling of the major, specialization, or profession that the learner must pay at the school prescribed by the Principal or Director (hereinafter referred to as the Principal) for learners with a general average academic score and training scores both reaching Good or higher. For private schools, the minimum scholarship level is prescribed by the principal.
For non-tuition training majors, apply the unit prices ordered by the State, assigning tasks to the school's training major group;
b) Excellent scholarship:
The scholarship level is higher than the Good type prescribed by the Principal for students with a general average academic score of Excellent or higher and a training score of good or higher;
c) Excellent scholarships:
The scholarship level is higher than the excellent type prescribed by the Principal for learners with average academic scores and training scores both reaching excellent levels;
d) The average general academic score and training score specified in points a, b and c of this clause are determined according to the regulations of the Minister of Education and Training; in which the average general academic score for scholarship consideration according to the provisions of this Decree is calculated from the score of the first exam and test of the entire subject.
