No regulation on the number of compulsory time stops
The 2019 Education Law and current relevant documents do not have specific regulations on timetable activities.
Previously, the hourly activity was regulated in Point a, Clause 2, Article 7 of Circular 12/2009/TT-BGDDT (expired) as follows:
Each school year, the school effectively implements timetable activities, lectures, sports lectures and excellent teacher competitions at all levels.
School leaders ( principals, Vice Principals) must ensure that they attend at least 1 class/teacher; team leaders and deputy group leaders must ensure that teachers in the professional group attend at least 4 class/teacher; each teacher must conduct at least 2 lectures applying information technology, 4 lectures organized by the school or sports lectures and 18 class-time lectures in or outside the school.
However, Circular 12 was replaced by Circular 42/2012/TT-BGDDT and in 2018 it was continued to be replaced by Circular 18/2018/TT-BGDDT. In which, both of these circulars no longer regulate the timetable activities of teachers.
Thus, there are no longer specific hours of participation for teachers.
Do secondary and high school teachers no longer have to attend class?
Currently, only primary school teachers still use the classroom book as prescribed in Point b, Clause 2, Article 21 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT. In which, the teacher's education activity management records include:
Lesson plan
Book of professional activities, attendance and monitoring of students' learning outcomes
Homeroom book (for homeroom teachers)
Teamwork Book (for the General Manager of the Team)
Thus, primary school teachers still use the classroom book and conduct classroom activities. There are no longer regulations on the use of classroom books for teachers at level 2 and level 3.
Current teacher tuition standards
According to current guidance, Article 6, Consolidated Document No. 03/VBHN-BGDDT stipulates the teaching period norms for teachers as follows:
The teaching period for primary school teachers is 23 periods, for secondary school teachers is 19 periods, and for high school teachers is 17 periods.
The teaching period quota for teachers at ethnic boarding schools is 17 periods at the junior high school level, 15 periods at the high school level;
The teaching period quota for teachers at ethnic minority boarding schools is 21 periods at primary school level, 17 periods at secondary school level, etc.
In addition, some teachers teaching at specialized schools, concurrently holding some positions, are entitled to a number of periods deducted according to the teaching quota.
