The Ministry of Education and Training has issued Circular No. 15/2026/TT-BGDĐT Promulgating the Charter of primary schools, secondary schools, high schools and multi-level general schools. The Circular takes effect from May 10, 2026.
The most notable is the digitization of school records and books, teachers in a streamlined and effective direction.
Below is the system of records and books of schools, teachers, and professional groups effective from May 10, according to the circular of the Ministry of Education and Training.
For schools: Registration book; Student transcripts; Student monitoring and evaluation book; Educational records for students with disabilities (if any); School development strategy plan and school education plan by school year; Keynote book; Management number for issuing diplomas and certificates (for high schools); Management book and archives of documents and official dispatches to and from;
Records of management of educational equipment, libraries; Records of asset and financial management; Records of inspection and evaluation of educational institution management officials, teachers, educational support personnel; Records of monitoring student health; Records of commendation and discipline for students; Records of universal education.
For teachers: Lesson plan (lesson plan); Homeroom book (for teachers doing homeroom work); Team work book (for Head of Team).
For professional groups, office groups, and specialized education groups: Book of records of the group's activities.
Currently, for secondary schools and high schools according to Circular 32/2020/TT-BGDDT, teacher records include:
Teacher's education plan (by school year); Lesson plan (lesson plan); Student monitoring and evaluation book; Homeroom teacher's book (for homeroom teachers).
Thus, compared to current regulations, Circular 15/2026/TT-BGDĐT has changed, teachers only carry out 1-2 types of records. Significant reduction in the number of records and books. In addition, the new circular generally stipulates for the entire general education level, including primary school, secondary school, and high school.
For classroom teachers (who do not work as homeroom teachers), there is only 1 type of dossier including: Lesson plan (lesson plan).
If teachers are concurrently in charge of homeroom work, there is an additional Homeroom Registration Book.
