On the morning of October 4, the Hanoi People's Council passed a Resolution regulating tuition fees for public preschool and general education institutions that self-finance regular expenditures; high-quality public preschool and general education institutions of Hanoi for the 2024-2025 school year.
Accordingly, the subjects of application of the resolution include: Public preschool and general education institutions that self-insure regular expenses of Hanoi City and preschool children and general education students studying at these educational institutions; high-quality public preschool and general education institutions of Hanoi City and preschool children and general education students studying at these educational institutions.
Tuition fees for online learning are 75% of tuition fees for in-person learning and are rounded to the nearest thousand dong.
The Resolution also stipulates the application of tuition fees for in-person and online learning for public preschool and general education institutions in the event of natural disasters, epidemics, and force majeure events.
For months that apply both in-person and online learning methods, the tuition fee for that month will be applied based on the student's study time at that unit.
In case the study time in the form of direct learning is 14 days or more, the tuition fee will be collected according to the form of direct learning; in case the study time in the form of online learning is 14 days or more, the tuition fee will be collected according to the form of online learning (including the number of days off according to the provisions of law) and the corresponding tuition fee level has been prescribed.
Tuition fee collection time is implemented according to the provisions of Article 12 of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government stipulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption, reduction, support for learning costs; service prices in the field of education and training.
Previously, presenting a report on this content, Director of the Department of Education and Training Tran The Cuong informed that as of July 2024, Hanoi had 298 preschool and general education institutions that self-financed regular expenses (excluding high-quality public educational institutions). Of which, 296 educational institutions self-financed regular expenses provided public career services in the list of public career services using the state budget from regular expenditure sources; 2 public educational institutions self-financed regular expenses (not belonging to the above type of unit).
Regarding high-quality public educational institutions, as of July 2024, Hanoi city has 17 high-quality public preschool and general education institutions. Of which, 16 high-quality public educational institutions are self-sufficient in regular expenditures; 1 high-quality public educational institution is not self-sufficient in regular expenditures (Chu Van An Secondary School - Long Bien).
