Ho Chi Minh City spends more than VND 2,600 billion to support students both publicly and non-publicly, to ensure fairness and equality in access to education.

On the morning of September 29, the Ho Chi Minh City People's Council passed a resolution regulating tuition fees for public preschool and general education institutions under the management of Ho Chi Minh City from the 2025-2026 school year.

According to the resolution, the tuition fee for public preschool and general education institutions that have not yet covered their regular expenses is specifically regulated: preschool 180,000 VND/student/month; primary school 80,000 VND/student/month; junior high school 100,000 VND/student/month; high school 120,000 VND/student/month.

For online learning, the tuition fee is 75% of the tuition fees of public institutions that do not self-guarantee regular expenses. The tuition fees are rounded to the unit of thousands of VND.

On this basis, Ho Chi Minh City will implement policies to exempt, reduce and compensate tuition fees for students according to regulations.

According to the Ho Chi Minh City People's Committee, the tuition support budget for this group is expected to be about VND2,019 billion in the 2025 - 2026 school year.

Notably, the Ho Chi Minh City People's Council also approved a policy to support tuition fees for preschool children, primary school students and those studying general education programs at private and public institutions, as well as educational institutions under universities, colleges and research institutes in the area.

The support level is 100% of the tuition fees of public institutions that have not yet guaranteed regular expenditure at the same level.

In case the tuition fee in private and public facilities is lower than the prescribed fee in public facilities, the support level will be calculated according to the actual tuition fee of the non-public unit.

This policy is expected to be applied from the 2025 - 2026 school year, with a total budget of about 624 billion VND, supporting more than 430,000 students at private and public institutions and about 14,000 students studying at educational institutions under universities, colleges, and research institutes.

The Ho Chi Minh City People's Committee affirmed that the issuance of the resolution is necessary and suitable for practice, especially after Ho Chi Minh City merged Binh Duong and Ba Ria - Vung Tau, with an area of over 6,772 km2 and a population of over 14 million people.

The new policy aims to ensure fairness and equality in access to education, while implementing the policies of the National Assembly and the Government on tuition exemption, reduction and support for students in both the public and non-public sectors.
