On July 20, information from the Department of Education and Training of Khanh Hoa province said that the unit is urgently reviewing and arranging focal points for public educational institutions in the area.
According to Mr. Vu Ngoc Duong - Director of the Department of Education and Training of Khanh Hoa province, the review aims to promote the arrangement of the network of public preschool, general education, continuing education and vocational education institutions in accordance with the two-level local government model.
According to the policy, Khanh Hoa strives to reduce about 30% of existing public educational institutions compared to July 1, 2025, in accordance with the socio-economic development plan, population size and development space of the locality.
According to the expected plan, the arrangement will form large-scale educational institutions according to two models.
The first model is a large-scale one-level school consisting of a main school and branches, school sites.
The school has a principal and vice-principals depending on the scale and actual conditions; the common administrative department and professional groups are organized in accordance with each branch.
The second model is a large-scale multi-level general education school, which can operate at one or more locations, also including a main school and branches, school sites with similar organizational structures to improve management efficiency and quality of education.
For satellite school sites in remote, isolated, border areas and ethnic minority areas that do not meet minimum material facilities standards, the education sector will dissolve them to focus on forming boarding and semi-boarding schools at the main school site.
In case facilities are not guaranteed, they will continue to be completed for implementation from the 2027 - 2028 school year.
According to the plan, kindergartens will not be merged with general schools; general schools will not be merged with continuing education centers or vocational education - continuing education centers; specialized educational institutions will not be arranged with mass general schools.
The education sector prioritizes reorganizing educational institutions of the same level of education or with close geographical locations.
For kindergartens, primary schools and secondary schools, the arrangement is carried out within the scope of a commune-level administrative unit, ensuring that each commune, ward, and special zone has at least one kindergarten, one primary school and one secondary school or one multi-level educational institution.
The Department of Education and Training requests the People's Committees of communes, wards, and special zones to urgently develop projects and complete the arrangement of public preschool and general education institutions to put them into operation before August 30, 2026.
