Voters in Lao Cai province reported that currently, in addition to professional management duties, school managers also have to take on many other tasks such as Party Cell Secretary and Trade Union Chairman.
Therefore, voters propose that the Ministry of Education and Training consider allowing the Principal to concurrently hold the position of Party Cell Secretary and the Vice Principal to concurrently hold the position of Trade Union Chairman to receive concurrent allowance (according to Circular 48/2011/TT-BGDDT dated October 25, 2011 of the Ministry of Education and Training promulgating regulations on working regimes for preschool teachers and consolidated document No. 03/VBHN-BGDDT dated June 23, 2017 of the Ministry of Education and Training promulgating regulations on working regimes for general education teachers).
The Ministry of Education and Training responded to the petition of voters of Lao Cai province as follows:
Regarding the working regime of managers of general education institutions, the Ministry of Education and Training is researching and developing a Circular to replace Circular No. 28/2009/TT-BGDDT, amended and supplemented by Circular No. 15/2017/TT-BGDDT regulating the working regime of general education teachers. Currently, the draft Circular has been posted on the Government's and the Ministry of Education and Training's electronic information portals to solicit public opinions. Accordingly, with the voters' recommendations, the Ministry of Education and Training will receive and study them to ensure that they are suitable for the professional activities of teachers and managers.
Regarding the working regime of preschool education managers, the regulations on the working regime of teachers and preschool education managers in Circular No. 48/2011/TT-BGDDT are built based on the current preschool education program.
In the coming time when implementing the new preschool education program, the Ministry of Education and Training will conduct research on the professional activities of teachers and managers of preschool education facilities as a basis for studying and adjusting the working regime of teachers and managers of preschool education facilities according to Circular No. 48/2011/TT-BGDDT.
The Ministry of Education and Training will receive and study voters' recommendations to ensure they are consistent with the professional activities of preschool education managers.
