Ms. Nguyen Thi Hoai (Bac Giang) graduated from university with a major in Information Technology and was appointed to the position of IT staff, engineer since 2013 at high school.
In 2019, Ms. Hoai was assigned by the Board of Directors to be the librarian. In 2020, Ms. Hoai received a certificate of library information training; my school's library has not yet met the standards.
Ms. Hoai asked: "Will I receive a toxic allowance from 2020, and am I eligible for appointment to the position of Grade III Librarian?"
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
Clause 5, Article 20 of Circular No. 20/2023/TT-BGDDT providing guidance on job positions, staff structure by professional title and quota for the number of employees in public general education institutions and specialized schools stipulates:
"The common professional job positions prescribed in this Circular continue to implement the regulations on codes and professional title standards and are subject to the regimes and policies on salary, toxic allowances, and other allowances as prescribed by the Ministries managing civil servants and public employees in specialized fields and sectors".
Accordingly, officials appointed to the position of information technology staff in schools are entitled to benefits and policies on salary, toxic allowances, and other allowances as prescribed by the Ministry of Information and Communications.
In case an official wants to change his/her job position to school library official, he/she must ensure the standards prescribed in Circular No. 02/2022/TT-BVHTTDL dated July 1, 2022 of the Minister of Culture, Sports and Tourism stipulating codes, professional title standards and salary classification for library officials; at the same time, the competent authority must decide to appoint the professional title according to regulations.
