Many important education policies take effect from February 2025

From February 2025, a series of new regulations on education will take effect. Teachers need to understand them to properly implement the regulations.

Foreign languages ​​are no longer a compulsory subject in the 2025 high school graduation exam.

On December 24, 2024, the Minister of Education and Training (MOET) issued Circular 24/2024/TT-BGDDT on the Regulations on High School Graduation Exams, applicable from 2025 onwards.

Notably, from 2025, foreign languages ​​will become an optional test instead of a mandatory test like previous years.

Pursuant to Article 3 of the Regulations issued with Circular 24/2024/TT-BGDDT, the subjects of the 2025 high school graduation exam include 2 compulsory subjects: Math; Literature; 1 optional test including 2 subjects from the remaining subjects.

Circular 24/2024/TT-BGDDT takes effect from February 8, 2025.

The 10th grade entrance exam in 2025 will include 3 subjects.

On December 30, 2024, the Minister of Education and Training issued Circular 30/2024/TT-BGDDT regulating the regulations on secondary school and high school admissions.

Accordingly, the number of subjects and entrance exams for grade 10 high school in 2025 will include: Math, Literature and a third subject or exam selected by the Department of Education and Training from one of the following two options:

- The third exam subject is selected from among the subjects assessed by scores in the secondary school general education program, ensuring that the same third exam subject is not selected for more than 3 (three) consecutive years.

- The third exam is a combination exam of a number of subjects selected from among the subjects assessed by scores in the secondary school general education program.

For high schools under the Ministry of Education and Training, universities, colleges, and research institutes that organize their own entrance exams, the third subject or exam is selected by the Ministry of Education and Training, universities, colleges, and research institutes directly managing them.

Circular 30/2024/TT-BGDDT takes effect from February 14, 2025.

Teaching outside of school must register business

On December 30, 2024, the Minister of Education and Training signed and issued Circular 29/2024/TT-BGDDT regulating extra teaching and learning.

Accordingly, organizations or individuals organizing extra-curricular teaching and learning activities outside of school that collect fees from students (hereinafter referred to as extra-curricular teaching establishments) must comply with the following requirements:

- Register business according to the law;

- Publicly announce on the electronic information portal or post at the location of the tutoring facility the subjects that are taught extra; the duration of extra teaching for each subject according to each grade level; the location, form, and time of organizing extra teaching and learning; the list of tutors and the tuition fees before enrolling students in extra teaching and learning classes (according to Form No. 2 in the Appendix to Circular 29/2024/TT-BGDDT).

In addition, extracurricular tutors must ensure good moral qualities and professional competence appropriate to the subjects they teach.

Teachers who are teaching at schools and participate in extra-curricular teaching must report to the Principal or Director or head of the school (collectively referred to as the principal) about the subjects, location, form, and time of extra-curricular teaching.

Circular 29/2024/TT-BGDDT takes effect from February 14, 2025.

Inspection of management of extra teaching and learning from February 10, 2025

On December 31, 2024, the Minister of Education and Training issued Circular 28/2024/TT-BGDDT regulating the contents of specialized inspection in the field of education and internal inspection in educational institutions.

Article 7 of Circular 28/2024/TT-BGDDT stipulates the contents of specialized inspections of preschool education institutions, general education institutions and continuing education institutions, including:

- Issue documents, regulations on internal management and dissemination and education of laws; build organizational apparatus; implement regulations on publicity in the field of education; internal inspection work and implementation of regulations on organization and operation according to the Charter and Regulations on organization and operation of educational institutions.

- Implement professional regulations, implement educational content and methods; manage, select and use textbooks, educational materials, teaching equipment and children's toys.

- Implement regulations on enrollment, management, education of learners and policies for learners, and manage the issuance of diplomas.

- Socialization of education, management of extra teaching and learning.

- Conditions to ensure educational quality; comply with regulations on educational quality assessment.

- Implement regulations on collection, management and use of tuition fees and other financial resources.

- Publicity in the activities of educational institutions in the national education system according to regulations of the Ministry of Education and Training.

- Perform other tasks as prescribed by law.

Circular 28/2024/TT-BGDDT takes effect from February 10, 2025.
