The above mentioned violation is the responsibility of Mr. Le Van Suu, Principal of the School at the time of the violation, and Ms. Dang Thi Phong Lan, Vice Principal in charge.
From the time the Ministry of Culture, Sports and Tourism requested to stop all rental of premises to outside units and individuals until the Project was approved (November 22, 2022 to February 18, 2024) , The Center for Fine Arts Development and Creativity has signed 3 exhibition service contracts with individual partners outside the school.
Including contract number 0001/01/2023/TTPTSTMT dated January 3, 2023, worth 25 million VND; Contract No. 002/01/2023/TTPTSTMT dated January 5, 2023 worth 32 million VND; Contract No. 003/01/2023/TTPTSTMT dated January 9, 2023 worth 35 million VND.
In addition, the accusation "Ms. Lan did not issue a decision to assign tasks to members of the Board of Directors" is also a correct accusation. The responsibility for the above mentioned shortcomings lies with Ms. Dang Thi Phong Lan.
Accordingly, Mr. Nguyen Nghia Phuong - Head of the Department of Graphics - was appointed to the position of Vice Principal of Vietnam University of Fine Arts according to Resolution No. 12/NQ-HDMTVN-HDT dated October 10, 2022 of the School Council.
As of October 10, 2022, the Board of Directors has 2 people including Ms. Dang Thi Phong Lan and Mr. Nguyen Nghia Phuong. However, the school has not issued a document assigning responsibilities to members of the Board of Directors .
In addition, the content accuses Ms. Lan of violating the regulations of the State and the Ministry of Culture, Sports and Tourism in the appointment of officials (units at department level and equivalent must have 7 or more people to Appointed 1 department head and 1 deputy department manager). However, the new Library Center has 6 people but still appoints 1 deputy director.
At the time of appointing Mr. Pham Quang Nhat to the position of Deputy Director of the Information - Library Center, the center only had 6 officials, Mr. Chu Dien was the Center Director, not yet guaranteed the number of working officials to arrange. 1 Deputy Director as prescribed in Point c, Clause 3, Article 6 of Decree No. 120/2020/ND-CP.

In response to the violations committed by the leaders of Vietnam University of Fine Arts, the Ministry of Culture, Sports and Tourism requests:
Vietnam University of Fine Arts organized a review of the responsibilities of Ms. Dang Thi Phong Lan and the organizations and individuals assigned to advise on the occurrence of the shortcomings and shortcomings mentioned in the Conclusion.
Strictly comply with the 2017 Law on Management and Use of Public Assets, guiding documents and detailed regulations of the Law and the Project on using assets for rental purposes approved by the Ministry; It is strictly forbidden to lend or use property for personal purposes, and to terminate and require organizations and individuals to remove private property from the school's management area.
There is a solution to completely resolve the situation of complaints and denunciations according to the provisions of law.
Urgently review and consolidate the organization, apparatus and personnel of the University, thereby having a plan to consolidate the management staff, ensuring quantity and quality according to regulations, especially the management team. Lead and manage Departments, Faculties, and Centers to improve capacity in executive management and advisory work for the Board of Directors.
Urgently complete the self-assessment of education quality to be accredited and issued a new Education Quality Accreditation Certificate.
Reporters from Lao Dong Newspaper have repeatedly contacted the Vietnam University of Fine Arts to update information about the University's implementation of inspection conclusions, including a request to organize a review of responsibilities for Ms. Dang Thi. Phong Lan arrived, but has not received a response.
