On August 28, the Propaganda and Mass Mobilization Committee of the Hanoi Party Committee organized a conference to provide specialized information and deploy propaganda tasks in the press in September 2026.
At the conference, Mr. Nguyen Quang Tuan - Deputy Director of Hanoi Department of Education and Training informed about the results of arranging and reorganizing public educational institutions in the city.
Reduced 2,366 management officials
For the block of kindergartens and general schools under the management of the commune-level People's Committee, the total number of schools before the arrangement is 2,163 schools. After the arrangement, the city has 938 schools, with 1,225 branches (a decrease of 1,225 schools, a decrease rate of 56.6%).

For high schools, the city maintains the current number of 124 schools in the city. At the same time, continue to review and invest in facilities for schools to increase the number of classes/schools, meeting the learning needs of students in the Capital in the coming years.
For specialized schools (for disabled students), maintain the number of 7 schools. In which, receive the original organizational model, apparatus and human resources directly under the Department of Education and Training to manage 4 schools under the management of the commune-level People's Committee.
For vocational training - continuing education centers, the number of centers before arrangement is 29 centers, after arrangement there are still 14 centers.
The secondary school block before arrangement had 9 schools, after arrangement there are 2 schools left.
The college block before arrangement had 10 schools, after arrangement there are still 5 schools.
The city maintains 1 university (Hanoi Capital University).
Also at the conference, Mr. Tuan provided information about the results of personnel arrangement (for the education sector under the management of the commune-level People's Committee).
The total number of management officials before arrangement (as of August 2026) is 5,536 people (including 2,135 principals and 3,401 vice principals at all levels of preschool, primary, secondary and high school with multiple levels of education). The total number of management officials after arrangement (as of August 2026) is 3,170 people (a reduction of 2,366 management officials).
Regarding administrative staff (accountants, clerks, cashiers), the number of employees before arrangement is 6,550 people, after arrangement there are 6,251 people (arranged in the correct job position).
After December 30, 2026, the People's Committees of wards and communes will continue to review and streamline the staff according to the time specified in Official Dispatch No. 3640/UBND-SNV.
10th grade entrance exam plan
Regarding information about the public 10th grade enrollment plan, the Deputy Director of the Department of Education and Training said that the 10th grade entrance exam in Hanoi is a very large-scale exam, receiving the attention of parents. However, the exam pressure is very high for candidates.
According to the regulations of the Ministry of Education and Training, there are some forms of enrollment such as: Entrance exams, admission consideration, combined entrance exams with admission consideration. The selection of enrollment methods stems from the specific characteristics of the locality (scale, population density, school network).
With Hanoi, the scale is large, the school network is uneven.
Our point of view is to reduce the pressure of the 10th grade entrance exam for students and families, but not to reduce objectivity and fairness.
Therefore, the enrollment method can only be changed when implementing the system of testing and assessment in the learning process in an objective, best and most reliable way" - Deputy Director of the Department of Education and Training said.
Currently, the Department of Education and Training is researching and advising on proposing options. Mr. Tuan emphasized that the options must ensure reliability.
Along with that, the Department of Education and Training continues to advise the city on investing in facilities, increasing the number of schools, increasing learning opportunities for students, expanding the school network, and meeting school places in public schools. This is also a solution to reduce pressure on enrollment work.
