The consolidated document of the Decree stipulates the roadmap for implementing the standard training level improvement of preschool, primary, and secondary school teachers applicable to:
Teachers, educational administrators (hereinafter referred to as teachers) in public, private, and semi-public educational institutions, including: Preschool education institutions; primary schools, secondary schools, general schools with multiple levels of education with primary or secondary levels, continuing education centers, vocational education - continuing education centers, specialized schools, other educational institutions implementing the general education program for primary or secondary levels (hereinafter referred to as general education institutions);
People's Committees of provinces and centrally-run cities (hereinafter referred to collectively as Provincial People's Committees), specialized agencies directly under provincial-level People's Committees authorized to assign tasks, order or bid to train to improve the standard level trained for teachers (hereinafter referred to collectively as agencies assigning tasks, ordering or bidding);
Teacher training institutions; relevant agencies, organizations and other individuals.
Roadmap for implementing the standard training level of preschool teachers
The implementation roadmap is from July 1, 2020 to the end of December 31, 2030, divided into 2 phases:
Phase 1: From July 1, 2020 to the end of December 31, 2025, ensure that at least 60% of preschool teachers who are being trained or have completed the training program are granted pedagogical college diplomas;
Phase 2: From January 1, 2026 to the end of December 31, 2030, implemented for the remaining teachers to ensure that 100% of preschool teachers complete the training program and are granted pedagogical college diplomas.
Roadmap for implementing the standard training level of primary school teachers
Implementation roadmap from July 1, 2020 to the end of December 31, 2030, divided into 2 implementation phases:
Phase 1: From July 1, 2020 to the end of December 31, 2025, ensure that at least 50% of primary school teachers who are being trained or have completed the training program are granted a bachelor's degree;
Phase 2: From January 1, 2026 to the end of December 31, 2030, implemented for the remaining teachers to ensure that 100% of primary school teachers complete the training program and are granted a bachelor's degree.
Roadmap for implementing the standard training level of secondary school teachers
Implementation roadmap from July 1, 2020 to the end of December 31, 2030, in 2 phases:
Phase 1: From July 1, 2020 to the end of December 31, 2025, ensure that at least 60% of secondary school teachers who are being trained or have completed the training program are granted a bachelor's degree;
Phase 2: From January 1, 2026 to the end of December 31, 2030, implemented for the remaining teachers to ensure that 100% of secondary school teachers complete the training program and are granted a bachelor's degree.
