On October 3, speaking with a reporter from Lao Dong Newspaper, a representative of the Nghe An Department of Education and Training said that so far, it has not directed the implementation of the National Science and Technology Research Competition for middle and high school students in 2024.
“Every year, the Ministry of Education and Training has documents directing and guiding the implementation of the National Science and Technology Research Competition for students.
Because this year has only been a month since the new school year began and the Ministry of Education and Training has not yet issued a directive, we have not yet issued a directive to implement the contest" - said a representative of the Nghe An Department of Education and Training.
When asked about whether the Science and Technology Research Competition will be implemented at all levels according to the new regulations, the above representative said that they must wait for a document from the Ministry of Education and Training.
As Lao Dong reported, the Ministry of Education and Training has just issued Circular 06/2024 promulgating the Regulations on the National Science and Technology Research Competition for middle and high school students, replacing the regulations issued since 2012.
Compared with the previous regulation, the new regulation has many changes in terms of purpose, requirements, and organizational procedures.
Accordingly, in the new regulations, the competition will only be held at the national level, not at the provincial, district, or school levels as before.
Specifically, according to the new regulations, after the educational institution submits a competition project, the participating unit is responsible for organizing the selection of the competition project, preparing the profile and registering for the competition and sending it to the Ministry of Education and Training at least 30 days before the opening date of the competition.
Meanwhile, according to the old regulations issued together with Circular 38/2012 dated November 2, 2012 of the Ministry of Education and Training, the participating units (Department of Education and Training; High schools under the Ministry; Universities with high schools) direct and organize the Science and Technology Competition for high school students in the locality and unit in accordance with actual conditions. This content has been abolished in the new regulations.
The Regulations on the National Science and Technology Research Competition for Students issued with Circular 06/2024 also set out requirements on appropriateness, honesty, and voluntariness.
Specifically, the requirement is: "The content of scientific and technical research of students must be practical, suitable for the psychology of the age group and the requirements for developing students' qualities and abilities according to the goals of the general education program".
The new regulations state: “Organizing students to participate in scientific and technical research must ensure safety, seriousness, openness, transparency, and suitability with students' abilities, strengths, interests, and voluntary participation.”
The new regulations also do not allow university lecturers to guide students in scientific and technical research as before.
