Quang Tri - In the 2026-2027 school year, the Quang Tri Education sector strengthens control over school fees.

No fee for cleaning, security

On August 30, in an exchange with Lao Dong Newspaper, Mr. Le Xuan Hien - Head of Planning - Finance Department of Quang Tri Department of Education and Training (GDĐT) said that before the 2026-2027 school year, the sector is reviewing regulations related to regimes, policies and school fees.

Regarding expenses that previously worried parents at the beginning of previous school years such as sanitation costs and school security, the viewpoint of the Education sector is not to collect from parents.

According to Mr. Hien, ensuring school security and school hygiene is the responsibility of the school, not the contribution of parents.

Previously, from the second semester of the 2025-2026 school year, the Education sector had instructed units to stop collecting some of these fees, including cases of refunding collected money.

For services directly serving the needs of students, the Department of Education and Training is completing a plan to submit to the Provincial People's Committee. It is expected that the main items related to caring for and nurturing children on holidays; enhanced education activities; meal allowances, semi-boarding organization and care for semi-boarding students.

Regarding the electricity bill for using air conditioners in classrooms, the content is being built according to the direction of implementation based on agreement and based on the actual electricity used according to the meter.

According to Mr. Le Xuan Hien, it is expected that in early September, after completing the related procedures, these contents will be identified more specifically, creating a basis for schools to implement in the new school year.

Socialization must ensure voluntariness

One of the contents that the Quang Tri Education sector noted before the new school year is the mobilization of socialization of education in schools.

Head of the Planning - Finance Department of Quang Tri Department of Education and Training informed that in the context of budget difficulties (the assigned budget estimate does not meet the operating expense requirements of the unit), public educational institutions are allowed to propagate and mobilize sponsorship for educational activities to perform tasks to improve the quality of education; the implementation must be ensured according to the provisions of Circular No. 16 of the Ministry of Education and Training.

However, socialization must be implemented in accordance with its nature and on a voluntary basis, without offering a fixed amount of money and then requiring all parents to pay together.

It is not allowed to be egalitarian," Mr. Hien emphasized.

Parents may not contribute or voluntarily support depending on their conditions. People with conditions can contribute more, people with less conditions can contribute less. This is the spirit of education socialization.

Mr. Hien said that the fact that schools determine that they need a fund and then divide it equally, requiring each parent to pay a fixed amount, for example 200,000 VND/person, is not in accordance with the principle of voluntary contribution of education socialization.

In fact, in previous school years, some early-year collections have received feedback from parents.

In the previous school year, these fees decreased. In particular, school security fees, parking fees, cleaning fees, and cleaning equipment costs from the second semester have been guided to stop collecting. Entering the 2026-2027 school year, the management of fees continues to be strengthened to limit the occurrence of fees that are not the responsibility of parents.

Currently, the Education sector is also waiting for the thẩm định document of the Department of Justice regarding the contents related to the draft decision detailing the list of fees, collection levels and collection mechanisms for services serving and supporting education and training activities in public educational institutions in Quang Tri province to submit to the Provincial People's Committee for promulgation, promptly as a legal basis for implementation from the 2026-2027 school year.
