Nghe An fights overcharging by regulating the list of fees in schools

Nghe An - Public schools are not allowed to voluntarily agree and collect additional service fees outside the list prescribed by the Provincial People's Committee.

On July 27, information from the People's Committee of Nghe An province said that the province has just issued Decision No. 44/2026/QD-UBND stipulating the list of fees, maximum fees and revenue and expenditure management mechanisms for enrollment services, services serving and supporting education and training activities in public educational institutions in the area.

The decision was issued on July 14, 2026 and takes effect from August 1, 2026, applicable to public educational institutions under the national education system in Nghe An, learners and relevant agencies, organizations, and individuals.

According to regulations, the maximum fee for the 10th grade entrance exam is 480,000 VND/student/exam period; the 10th grade entrance exam re-examination is 190,000 VND/student/subject. The entrance exam to Phan Boi Chau High School for the Gifted has a maximum fee of 650,000 VND/student/exam period.

For admission to secondary school level with initial competency testing and assessment, except for ethnic minority boarding schools, the maximum fee is 200,000 VND/student/admission period.

School meal services are also specifically regulated. For preschool and elementary school levels, the maximum fee is 15,000 VND/student for breakfast or snacks and 30,000 VND for lunch.

For secondary, high school and continuing education students, the corresponding maximum fee is 20,000 VND for breakfast and snacks and 35,000 VND for lunch.

Boarding services, including providing supplies for students, are charged a maximum of 380,000 VND/student/school year for first-time equipment. The fee to supplement or replace damaged supplies is 220,000 VND/student/school year.

Student pick-up and drop-off service is regulated at a maximum of 9,000 VND/student/km. Extracurricular activities, life skills education outside the content regulated by the Ministry of Education and Training are charged a maximum of 28,000 VND/student/lesson.

The service of caring for and taking care of children, preschool and elementary school students outside of school hours, on holidays or summer days has a maximum fee of 11,000 VND/student/hour.

For activities to enhance computer skills, foreign languages, 2 elective foreign languages, STEM education, STEAM, digital skills and artificial intelligence, the maximum fee is 27,000 VND/student/period.

For foreign languages, the maximum fee is 40,000 VND/student/period for Vietnamese teachers; 50,000 VND for foreign teachers and 60,000 VND for native teachers.

Activities to develop artistic talents, physical education, and sports are charged a maximum of 60,000 VND/student/period. Psychological counseling, career guidance and career guidance experience services for high school students and continuing education are charged a maximum of 170,000 VND/student/day.

The fee for dormitory services at educational institutions that organize accommodation for students, except for boarding and semi-boarding schools, does not exceed 240,000 VND/student/month. The provincial high school graduation mock exam chaired by the Department of Education and Training is allowed to collect a maximum of 50,000 VND/student/exam subject.

The service of using air conditioners and water heaters, including electricity bills, repair and maintenance costs, has a maximum collection level of 22,000 VND/student/month.

The People's Committee of Nghe An province requests public educational institutions not to agree or implement service fees, services, and support for other educational activities outside the prescribed list.

Before collecting, the school must prepare a revenue and expenditure estimate for each item, ensuring accuracy and sufficientness to compensate for costs and in accordance with socio-economic conditions and income of parents.

The specific collection level must be agreed upon in writing by the school with parents and must not exceed the maximum level. The amounts that have been supported by the state budget or allocated from other funding sources must be deducted before being collected from students.

According to the People's Committee of Nghe An province, the new regulations are the basis for public educational institutions to implement revenue, expenditure, accounting and financial disclosure, and at the same time contribute to preventing the situation of setting up fees and overcharging in schools.
