Vietnam Social Security (BHXH) has just issued Official Dispatch No. 2294/BHXH-CNTT on ensuring the quality of online payment public services, requesting social security agencies in provinces and cities to urgently review and update collection account information and strengthen data control to ensure the rights of social insurance, health insurance (BHYT), and unemployment insurance (BHTN) participants.
According to the official dispatch, local social insurance agencies must review, compare and fully and accurately update information on social insurance, health insurance, and unemployment insurance deposit accounts on the Centralized Accounting Software.
For cases of opening new, changing or closing accounts, the unit must update immediately on the system and promptly notify Vietnam Social Security through the Finance - Accounting Department as prescribed.
This is considered an important requirement to ensure that data for connection and electronic payment on the National Public Service Portal is always complete, accurate and timely.
Synchronizing collection account information will contribute to limiting errors in the process of handling online transactions, and at the same time create conditions for people and businesses to fulfill their obligations to pay social insurance, health insurance, and unemployment insurance more conveniently.
In addition to reviewing accounts, Vietnam Social Security also requires provincial Social Security agencies to regularly check and promptly record social insurance, health insurance, unemployment insurance and occupational accident and disease insurance collections based on electronic payment authorization information transferred to the Centralized Accounting Software. Recording must ensure completeness, accuracy and timeliness.
According to Vietnam Social Security, this requirement is aimed at avoiding the situation of delays in recording the insurance participation process of employees, thereby not affecting their rights in the process of resolving regimes or confirming insurance participation time.
Another noteworthy content is that provincial social insurance must assign focal points to coordinate with the National Data Center, the National Public Service Portal and related units in the process of deployment, operation, as well as handling arising problems for online payment public services.
The list of key officials, including full name, position, phone number and email address, must be sent to the Information Technology and Digital Transformation Center of Vietnam Social Security for summarization within the prescribed time limit.
Notably, Official Dispatch 2294/BHXH-CNTT emphasizes the responsibility of the head. Accordingly, the Directors of Social Insurance of provinces and cities will be responsible to the Director of Vietnam Social Insurance if errors occur that affect the rights of participants or disrupt the provision of public services on the National Public Service Portal.
The issuance of this official dispatch by Vietnam Social Security takes place in the context that the social insurance industry is continuing to promote digital transformation, strengthen the provision of online public services and connect data with the National Data Center.
Requirements on standardizing collection account information, updating data and timely processing of electronic transactions are expected to contribute to improving service quality, reducing errors in the online payment process, and ensuring the rights of people and businesses when carrying out procedures on social insurance, health insurance and unemployment insurance in the digital environment.
