Nguyen Van Troi Elementary School has just issued an official notice to parents of classes about not collecting parent funds and class funds in the 2026-2027 school year.
The school and homeroom teachers do not collect any kind of association funds, class funds, class parents' funds or similar contributions," the notice clearly stated.
The school said that the fees are only implemented in accordance with regulations, publicly listed and notified to parents through official channels.
For activities that need support, the school will develop specific plans, notify the Parents' Representative Board and philanthropists to mobilize appropriate resources, thereby reducing financial pressure on parents.
Binh Trung Dong Primary School also issued a similar notice to parents throughout the school.
According to the school, homeroom teachers and the school do not collect "association funds, class funds, parents' funds" or similar contributions. When there is an activity that needs support, the school will develop a specific plan and notify the Parents' Representative Board and philanthropists.
The fact that schools publicly announce their policies right from the beginning of the school year helps parents clearly distinguish between fees according to regulations and contributions that are not allowed to be organized in the form of class funds, school funds or parent funds.
At Phu Dinh Secondary School, Mr. Dinh Phu Cuong, the school principal, said that in the 2026-2027 school year, the school thoroughly grasped the policy of not collecting class funds, school funds, and parent funds.
At Vo Thi Sau High School, Mr. Trinh Hoang Quan, the school principal, said that in the 2026-2027 school year, the school will continue to implement the policy of not collecting class funds, school funds, and parent funds. This is also a policy that the school has been thoroughly grasping for many years.
According to Mr. Quan, in tomorrow's parent meeting (September 19), the homeroom teacher will clearly inform parents of the classes about this content. School fees are only implemented according to the regulations of the Ho Chi Minh City education sector.
Previously, the Ho Chi Minh City Department of Education and Training had requested educational institutions to strictly implement regulations on collection and spending at the beginning of the school year, including paying attention to sponsorships and operating expenses of the Parents' Representative Board.
Regarding the operating funds of the Parents' Representative Board, revenue and expenditure must be implemented according to the Charter of the Parents' Representative Board. This fund is not used for contents under the school's responsibility such as management, security, sanitation, facilities, and commendation of officials and teachers.
In particular, educational institutions are not allowed to assign the Parents' Representative Board to organize the collection of fees under the school's responsibility; are not allowed to establish "class funds", "school funds", "parent funds".
