Binh Trung Dong Primary School (Binh Trung ward) has just announced to parents about not collecting parental funds and class funds in the 2026-2027 school year.
According to the announcement, the school and homeroom teachers of the classes do not collect any kind of "association fund, class fund, class parents' fund" or similar contributions.
For activities that need support during the school year, the school will develop a specific plan and notify the Parents' Representative Board and philanthropists to implement it according to regulations.
The school said that the fees are only implemented in accordance with regulations, publicly and transparently listed and notified to parents through the school's official channels. Through this, the school hopes that parents will cooperate to ensure fairness, transparency and reduce financial pressure for student families.
Previously, the Ho Chi Minh City Department of Education and Training had requested educational institutions to strictly implement regulations on collection and spending at the beginning of the school year, including paying attention to sponsorships and operating expenses of the Parents' Representative Board.
According to the guidance, the management and use of sponsorship sources and voluntary contributions of organizations and individuals to public educational institutions must be carried out in accordance with regulations. Schools are not allowed to stipulate the average sponsorship level, assign targets for mobilization, coercion of contributions or mobilization of sponsorship to replace state budget expenditure tasks.
Educational institutions are also not allowed to organize mobilization and receive sponsorship when there is no approved plan; no minimum level, average level or deadline for contribution is specified.
Regarding the operating funds of the Parents' Representative Board, revenue and expenditure must be implemented according to the Charter of the Parents' Representative Board. This fund is not used for contents under the school's responsibility such as management, security, sanitation, facilities, and commendation of officials and teachers.
In particular, educational institutions are not allowed to assign the Parents' Representative Board to organize the collection of fees under the school's responsibility; are not allowed to establish "class funds", "school funds", "parent funds".
The Department of Education and Training also requires schools to fully disclose collections and collection levels for learners. Collections must be within their authority, for the right subjects, content, levels and time; have revenue and expenditure estimates and implementation plans.
Schools are not allowed to self-name collections, combined collections, pre-collected collections, collections exceeding levels or transferring expenditure tasks under the responsibility of the state budget into contributions of students and parents.
All collections must be fully and publicly announced in writing to parents and students. The school's finance department shall collect money, prepare and issue electronic vouchers and invoices according to regulations; do not assign teachers to directly collect and spend money.
The Department of Education and Training also requests the People's Committees of wards, communes, and special zones to strengthen inspection and supervision of the implementation of collections at educational institutions. In case of improper collection, the principal and head of the direct management agency must be responsible.
If violations are detected, the locality must publicize the name of the violating educational institution in the mass media within 3 days from the date of detection; organize handling, request refund of improperly collected fees and determine the responsibilities of relevant organizations and individuals.
Ward, commune, special zone People's Committees and principals of schools must publicize the phone numbers to receive feedback on overcharging and organizing tutoring not in accordance with regulations so that parents can conveniently report and supervise.
