From January 1, 2026, four new salary tables for teachers at all levels, including High School, Secondary School, Primary School and Preschool, will officially take effect, ranking highest in the administrative career salary scale system according to the 2025 Teachers' Law.
Article 23 of this Law clearly states: "Teachers' salaries are ranked highest in the administrative career salary scale system". Along with that, teachers are also entitled to preferential allowances and many other allowances according to the nature of their work, region and special conditions.
This is the first time teachers have their own salary scale system, both reflecting the true nature of their profession and demonstrating the State's priority for the teaching staff - a force that plays a key role in the cause of national education.
In addition to the Law on Teachers, the Draft Decree guiding the implementation of the law has also announced 4 new salary tables, calculated according to the salary coefficient, specific coefficient and basic salary of VND 2,340,000 according to Decree 73/2024/ND-CP. This salary does not include other allowances and subsidies.
Specifically, for teachers who are highly ranked and highly qualified in the salary framework, the salary can exceed 20 million VND/month, for example:
Senior high school teacher 6: 20,592,000 VND/month
Secondary, Primary, and Preschool teachers at level 5 and 6: from 20,189,520 to 21,200,400 VND/month
The issuance of the new salary system is the result of the salary reform policy associated with job positions, and at the same time clearly affirms the orientation: teachers are not only a special profession but also a highly-paid profession in the public service sector.
The draft Decree is continuing to be widely consulted before being officially issued. However, with the provisions finalized in the Law on Teachers, the highest salary for teachers has become a principle effective from the beginning of 2026.
