Dien Bien Provincial People's Committee has just sent a report to the Prime Minister, affirming that the Rector of Vo Nguyen Giap Secondary School, Muong Phang commune, calling for support for rice and gas to serve meals for students living far from school and facing difficult travel is in accordance with legal regulations.
According to report No. 7706/BC-UBND dated September 3, after arranging administrative units and public educational institutions, Dien Bien province still has 45 communes and wards and 194 educational institutions.
The arrangement aims to reduce management focal points, not to change learning locations as well as regimes and policies for students.
Muong Phang commune was merged from 3 communes Pa Khoang, Na Nhan and Muong Phang. After arrangement, the locality was identified as a zone II commune, without particularly difficult villages.
Currently, Muong Phang has 3 educational institutions with more than 3,200 students, of which 47 students are eligible for boarding school student support policies.
Vo Nguyen Giap Secondary School alone has 1,257 students, of which 11 children are entitled to policies according to Decree 66/2025/ND-CP and are being fully and promptly paid.
For students whose homes are far from school, they were previously supported through the "Nuôi em" charity project.
Entering the 2026-2027 school year, to continue maintaining meals for students, the school has written open letters, mobilized organizations, individuals and charity programs to support.
Dien Bien Provincial People's Committee affirmed that the school's mobilization of legal funds to support meals for students is in accordance with the guiding circulars of the Ministry of Education and Training.
Previously, as Lao Dong newspaper reflected, Principal of Vo Nguyen Giap Secondary School Nguyen Thanh Trung posted an article on Facebook calling for support for rice, gas and necessities to maintain meals for more than 300 students far from school.
According to the school, 309 students have houses 7-15km away from the school. Due to difficult roads, many students have to stay at school to study.
After receiving instructions from the Prime Minister, Dien Bien province directed 4 departments to get involved after the above incident.
According to Dien Bien Provincial People's Committee, in 2026, the province implemented 11 social security policies in the field of education and training with a total budget of more than 2,187 billion VND, more than 2 times higher than in 2025.
For 3 policies that the Central Government has not allocated funds for, the province has proactively allocated nearly 126 billion VND to implement.
Dien Bien province said it will continue to fully and promptly implement policies for students and teachers; and at the same time review students who are in difficult circumstances but are not eligible for policies to mobilize social resources to support, especially ethnic minority students who live far from school and have difficulty traveling.
The Provincial People's Committee proposed that the Prime Minister pay attention to and study investing in inter-level boarding schools in communes that are not border communes but are still difficult, have a large number of ethnic minority students, and live far from schools; and at the same time study expanding the enrollment target to neighboring communes.
According to PV's investigation, Dien Bien province has also just decided to supplement more than 49.5 billion VND for 10 border communes to promptly implement policies for boarding high school students according to Government regulations.
According to Decision No. 1934/QD-UBND, 10 communes are supplemented with funding, including Thanh Yen, Si Pa Phin, Sin Thau, Sam Mun, Quang Lam, Thanh Nua, Nua Ngam, Nam Ke, Na Bung and Muong Nha.
