Prime Minister directs review of the implementation of policies to support students
In recent days, the article calling on philanthropists to support rice and gas by teacher Nguyen Thanh Trung - Principal of Vo Nguyen Giap Secondary School, has attracted the attention of public opinion and press agencies.
According to the content of the article, Vo Nguyen Giap Secondary School currently has 309 students whose houses are 7-15km away from the school. The long distance makes them have to stay at school to ensure their studies, unable to go back and forth during the day.
Due to the school's conditions and students' family circumstances still facing many difficulties, the school calls on philanthropists to support rice, gas and some essential necessities to ensure living and studying conditions for the children.
After being published, the article received a large amount of interaction and was reflected by some press agencies.
In response to press reports about a school in Dien Bien province calling on organizations, individuals and communities to support rice and essential conditions for students, Prime Minister Le Minh Hung issued an official dispatch directing the Ministry of Education and Training (MOET) and localities.
Specifically in Dien Bien, the Prime Minister requested the Chairman of the Provincial People's Committee to urgently review and verify press information reflected; fully and promptly implement the regimes and policies of the Central Government and localities for students eligible for benefits.
At the same time, the province needs to proactively mobilize and allocate legitimate resources to support students in difficult circumstances, ensuring that they have sufficient essential conditions to go to school, study and live.
Dien Bien directs 4 departments and communes to urgently conduct a comprehensive review
On September 1st, the Provincial People's Committee has just issued a document requesting departments (Education and Training, Finance, Home Affairs, Ethnic Minorities and Religious Affairs) to coordinate with the People's Committees of communes, wards and relevant agencies and units to urgently review and fully and objectively verify relevant information.
Along with that, the Provincial People's Committee also requested a comprehensive review of the implementation of the Central Government and the province's regimes and policies for children, students, and trainees who are eligible; essential conditions for students; clarifying the current situation, causes, responsibilities (if any) and handling results.
At the same time, assess difficulties and obstacles, especially issues arising after arranging administrative units; promptly advise on resolving contents under the province's authority; for contents beyond authority, clearly propose plans to amend, supplement, and adjust policies.
In which, pay attention to policies for semi-boarding students in the direction of considering the place of residence, distance, traffic conditions, terrain and actual conditions of learners.
Proactively propose to mobilize and allocate legitimate resources to support students in difficult circumstances, ensuring that they have sufficient essential conditions to go to school, study and live; not to let students have to take leave from school or lack food, lack essential living conditions due to not having been resolved regimes and policies.
On the same day, September 1st, in an exchange with a reporter from Lao Dong Newspaper, Ms. Hoang Tuyet Ban, Director of Dien Bien Provincial Department of Education and Training, said that immediately after receiving the information, the Provincial Party Secretary directed units to inspect, review and report on the situation.
On the afternoon of September 1st, the Provincial People's Committee also requested to organize a meeting between the Department of Education and Training and the Department of Home Affairs, Department of Finance, Department of Ethnic Minorities and Religions and Muong Phang commune to clarify related contents.
In addition, the province has issued a document directing all communes to review and report on the current situation of students in areas that are no longer in particularly difficult areas, in order to determine if there are any cases similar to those at Vo Nguyen Giap Secondary School.

Based on Clause 2, Article 4 of Decree 66/2025/ND-CP, boarding students are entitled to support policies when they meet the conditions according to each level of education.
Specifically for primary and secondary school students, students must be studying at a general education institution or school point in commune area III, area II, area I, communes with particularly difficult villages in ethnic minority and mountainous areas, or particularly difficult communes in coastal, coastal and island areas.
At the same time, students' houses must be 4 km or more away from the school for primary school students, 7 km or more for secondary school students, or belong to areas with difficult terrain, difficult transportation such as having to cross sea, lakes, rivers, streams, passes, high mountains or areas at risk of landslides of soil and rocks.
