The Ministry of Construction's information portal has just posted document No. 11104/BXD-KCHT responding to voters' petitions in Lam Dong province.
Previously, voters in Lam Dong province proposed considering opening a median strip in the Tau Bay area on National Highway 1A, belonging to Hong Thai commune, to create favorable conditions for people to travel and transport goods.
After studying, the Ministry of Construction determined that the location voters proposed to open the median strip is at Km1646+400 (Tau Bay intersection), belonging to the section in the BOT Contract managed, exploited and toll-collected by National Highway 1A - Binh Thuan BOT Co., Ltd.
The results of the field inspection showed that this point is only about 730m away from the existing median strip opening position in the direction of Hanoi at Km1645+670, and about 900m away from the opening point in the direction of Ho Chi Minh City at Km1647+300.
According to TCVN 4054:2005 - Carriageway - Design requirements stipulating the opening of the median strip to make a turnaround, it is stipulated: "when the median strip is less than 4.5m, the distance between the 2 median strip opening points is not less than 1.0km and when the median strip is larger than 4.5m, the distance between the 2 median strip opening points is not less than 4.0km".
Based on the results of the field inspection, relevant agencies have agreed on the distance from the proposed location to the existing median strip opening points that do not meet the regulations of TCVN 4054:2005 - Car Road - Design Requirements; the addition of median strip opening points at this location will increase traffic conflicts, potentially posing a risk of traffic unsafety.
Therefore, the Ministry of Construction agreed not to open the median strip in the Tau Bay area on National Highway 1A in Hong Thai commune, Lam Dong province to ensure safety for vehicles when traveling through this area; the organization of traffic diversion and U-turn is approved at locations Km1645+670 and Km1647+300.
