Speaking at the conference, Ms. Nguyen Thi Sam - Vice Chairwoman of Tu Minh Ward People's Committee (Hai Phong City) said that the Ward People's Committee has received petitions from more than 100 households in Tu Thong TDP proposing to open the median strip on Vu Cong Dan street to create favorable conditions for people's travel, trade and activities.
After receiving opinions, the Ward People's Committee organized a field inspection, summarized reports and sent proposals to the project investor and city specialized agencies for consideration according to regulations.
Vice Chairman of Tu Minh Ward People's Committee emphasized that the Vu Cong Dan road project is a key traffic project, when completed, the road will be an important development axis, increasing regional connectivity, promoting urban development, logistics and industrial services in the ward and surrounding areas, contributing to promoting local socio-economic development.
The design and arrangement of median strip openings and intersections on the route must comply with regulations and technical standards on traffic safety and be approved by competent authorities.
Representatives of the Thach Khoi Ward Construction Investment Project Management Board - the project investor - presented the adjusted construction drawing design of the Vu Cong Dan road renovation and expansion project connecting Hai Duong city with Cam Giang and Binh Giang districts (old).
Accordingly, there is an additional adjustment to open the median strip at Km2+710 position with a width of 15m (location between Vu Cong Dan street and Do Thien Thu street), ensuring the traffic for cars; prohibiting trucks and passenger cars from turning left and turning around in the median strip opening area. Supplementing a complete system of paint markings, traffic signs and yellow flash lights to enhance traffic safety.
Representatives of the project investor explained and informed the households about the approved adjusted design plan, clarifying the reasons for not opening the median strip at the intersection with Tran Van Can street.
Representatives of households in Tu Thong residential group expressed their desire to continue to open the median strip and connect traffic to facilitate travel, living and economic development.
Ms. Nguyen Thi Sam affirmed that the local government always pays attention to listening to and absorbing the opinions and legitimate recommendations of the people. According to the document of response from the city's specialized agency, the location proposed to open the median strip according to the recommendations of households currently does not ensure traffic safety conditions because it is located near existing intersections, posing a potential risk of conflict and traffic unsafety.
Ms. Sam requested households to seriously comply with the provisions of law; and at the same time coordinate and create favorable conditions for the construction unit to deploy and complete the project on schedule, ensuring quality and safety.
The Ward People's Committee will continue to strengthen propaganda and mobilization to create consensus among the people in the process of project implementation and traffic organization on Vu Cong Dan street.
