On April 2, Mr. Tran Van Lau - Chairman of the People's Committee of Soc Trang province said that he had directed relevant units to urgently take solutions to promote the progress of the Chau Doc - Can Tho - Soc Trang expressway component 4 project, the section passing through Soc Trang province.

Mr. Lau requested the provincial Department of Agriculture and Environment and Project Management Board 2 to closely monitor the implementation of bidding packages of construction contractors; promptly handle contractors and enterprises that are late or do not have changes in construction work, affecting the project progress according to regulations. It is necessary to re-evaluate the capacity of contractors and resolutely replace weak contractors who do not fulfill their responsibilities.
Mr. Lau also requested units to continue to monitor and direct construction contractors and sand mining enterprises to ensure the mining volume is in accordance with the confirmation and mineral exploitation license; closely monitor the amount of sand transported to the project to avoid shortage of materials.
Chairman of Soc Trang Provincial People's Committee also requested a daily report on the project progress to the Secretary of the Provincial Party Committee and the Chairman of the Provincial People's Committee. These reports will clearly state the construction progress of bidding packages, the situation of sand exploitation and sand is allowed to exploit.
As for the MS 12 sand mine exploited by Truong Son Construction Corporation to serve the project, if within the next 10 days there is no solution to improve sand exploitation capacity, the Department of Agriculture and Environment will advise the Provincial People's Committee to revoke the Confirmation issued to the enterprise.
Previously, due to the delay in the construction progress of package 10 of the project, Mr. Thach Minh Hoai - Director of the Management Board of Soc Trang province signed a second official dispatch criticizing the construction units.
Specifically, Hai Dang Joint Stock Company as the leading member of the Joint Venture Package 10 but by the end of March the implementation value is only about 3% of the contract, has not yet completed the completion of the official road, the stitching of the main road floor is very slow, failing to reach the committed volume. Similarly, 469 Construction Joint Stock Company has been criticized for not completing the amount of sandy background according to commitment.
Construction Investment Joint Stock Company 6, Vinadelta Joint Stock Company, Dong Do-BQP Investment and Development Group Joint Stock Company, Construction Investment and Construction Industrial Joint Stock Company 3, Southern Construction Investment and Construction Investment Joint Stock Company and Southeast Construction Joint Stock Company were also reminded to speed up the bridge construction progress and ensure the minimum volume of sand for roadbed filling as planned.
