According to information from Phu Tho Provincial Social Insurance, as of the end of April 20, 2026, there are 174 units in the province that have been late in paying social insurance, health insurance, and unemployment insurance for 6 months or more, with amounts from 20 million VND or more.
Notably, among these, there are 10 units owing social insurance over 1 billion VND, including units owing over 7 billion VND. Detailed list as follows:

Previously, Phu Tho Provincial Social Insurance issued Document No. 495/BHXH-QLTST to units that are late in paying social insurance on urging payment of social insurance, health insurance, unemployment insurance, occupational accident insurance, and occupational disease insurance for employees.
In the document, the social insurance agency affirmed that the late payment of social insurance, health insurance, and unemployment insurance is a prohibited act as stipulated in Clause 1, Article 38 of the Law on Social Insurance No. 41/2024/QH15; Article 48a and Article 48b are amended and supplemented in Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance.
At the same time, this act shows signs of violating Article 216 of the 2015 Penal Code on the crime of evading social insurance, health insurance, and unemployment insurance for employees.
According to the provisions of Article 3 and Article 7 of Decree No. 274/2025/ND-CP, from November 30, 2025, units and enterprises that are late in or evade social insurance, health insurance, and unemployment insurance must pay an additional 0.03% per day, calculated on the amount and number of days of late payment or evasion.
Phu Tho Provincial Social Insurance requests units to complete the payment of social insurance, health insurance, and unemployment insurance for employees.
In case the above deadline is exceeded and the unit does not pay the full amount of late payment, the social insurance agency will publicize the unit's identity in the media, and at the same time conduct specialized inspections and impose administrative penalties according to the provisions of law.
Along with the issuance of documents, specialized revenue management officials closely monitor the situation of each unit to urge the collection of social insurance, health insurance, and unemployment insurance; strengthen inspection of units that intentionally delay, in order to ensure the rights of workers.
Provincial Social Insurance also closely coordinates with labor-using units and organizations supporting the development of beneficiaries to mobilize people to participate in voluntary social insurance and household health insurance.
At the same time, this agency organizes dialogue conferences with businesses to propagate, explain and request the full implementation of social insurance obligations for employees according to the provisions of the Law on Social Insurance.
Each grassroots social insurance unit organizes at least one customer communication conference and one compulsory participant development conference.
In which, there are 8 units organizing at least two customer communication conferences and two compulsory participant development conferences, inviting provincial Social Insurance leaders to attend for direct dialogue with businesses.
