Informing about the situation of arranging and organizing according to the new apparatus in the entire system, Director Le Hung Son said that Vietnam Social Insurance is proposing and recommending to the Ministry of Finance to continue amending and adjusting according to new directions of the Central Government.

"Therefore, local social insurance agencies need to focus on raising difficulties and obstacles in performing tasks; at the same time, raising good and flexible approaches in the past time" - Mr. Son said.

At the online meeting of the entire Vietnam Social Insurance system, Social Insurance of regions I, XXII, XIX, VII, IV; Ho Chi Minh City Social Insurance, Nam Dinh Provincial Social Insurance reported the results achieved in the area and the work of arranging and organizing according to the new apparatus.

Localities said that right from the first days after officially coming into operation (April 1, 2025), social insurance in the regions have urgently deployed professional activities, focusing on best serving participants and beneficiaries of social insurance, health insurance, and unemployment insurance policies.

Regarding difficulties and problems, some localities have reported that the software system when transferring and merging from provinces and cities is still faulty, slow, and has insufficient data; facilities are still difficult, some inter-district areas are too large....

Deputy Director of Vietnam Social Insurance Nguyen Duc Hoa requested that local Social Insurance in April and the following months strictly implement documents and conclusions of Vietnam Social Insurance leaders on the implementation of health insurance policies, especially the work of settlement, advance payment, appraisal of health insurance treatment costs; focus on analyzing, evaluating, and comparing the costs of each medical facility in the area to have appropriate and timely management and operation; continue to conduct inspections and checks with units that are late in paying social insurance and health insurance, medical facilities with unreasonably high costs...

Mr. Le Hung Son - Director of Vietnam Social Insurance - requested affiliated units and social insurance agencies of localities to proactively grasp and assess difficulties in the practical organization of policy and law implementation so that Vietnam Social Insurance can synthesize, advise and report to the Ministry of Finance to participate in proposing to competent authorities to amend and supplement policies and laws on social insurance and unemployment insurance.

The entire system continues to innovate content, forms, and methods of communication to ensure efficiency, focus, key points, diversity, flexibility, and suitability.

Drastically implement synchronous solutions to develop participants; urge collecting and reducing the amount of slow payment; settlement and timely payment of benefits on social insurance and unemployment insurance; strengthen inspection and examination; promptly handle violations; strengthen risk control; strictly control the social insurance, unemployment insurance funds and health insurance, ensuring timely and full payment settlement of regimes and policies for participants and benefits. Review, cut and simplify administrative procedures, ensure simple, easy and convenient for businesses and people;

Strengthen digital transformation; perfect and connect the specialized data system on social insurance with other sources of data; Complete the National sources of data on insurance... Complete professional processes and regulations in accordance with the new organizational model; proactively deploy immediately after competent authorities approve.

The whole system continues to review, arrange, consolidate and streamline the organizational structure associated with streamlining the payroll, building a contingent of cadres with quality, capacity, prestige, enthusiasm and love of the profession; improve the responsibility of the head and deputy head; strengthen the practice of thrift, combat waste and anti -corruption and negative prevention; strengthen discipline, financial and administrative discipline; assign and assign "clear people, clear work, clear responsibility, clear time, clear results"; strictly handle violations, avoid, and push responsibilities (if any); Strengthen inspection and supervision between superiors and subordinates, to grassroots level and check and cross control between parts and parts.
