According to Decision No. 1103/QD-BC, the Minister of Industry and Trade recovers the right to issue a certificate of origin of goods (C/O), the certificate of goods does not change the origin (CNM) and receives the registration code registration number of goods origin (ROX code) under the popular tariff preferential regime (GSP) of Norway and Switzerland authorized by the Minister of Industry and Trade for the Vietnam Trade Union (VCCI) 1234/QD-BCT of April 12, 2018 of the Minister of Industry and Trade on the authorization of the certificate of origin of goods, including C/Q samples A, C/O sample B, non-preferential C/O samples as prescribed by the importing country and CNM; Decision No. 1076/QD-BCT dated April 3, 2020 of the Minister of Industry and Trade on the authorization of the certificate of origin of GSTP sample goods; Decision No. 2795/QD-BCT dated December 16, 2022 of the Minister of Industry and Trade authorized to receive registration of certification codes of goods originating according to the universal tariff incentive regime of Norway and Switzerland.
The Import-Export Department is responsible for notifying importing countries, relevant agencies, organizations and units at home and abroad about changes in agencies granting C/O models A, C/O models B, C/O without incentives according to the regulations of the importing country, CNM, C/O model GSTP and registering the REX code from the effective date of this Decision.
In addition, organize the implementation of granting non-preferential C/O models A, C/O models B, C/O according to the regulations of the importing country, CNM, C/O GSTP models and register the REX code smoothly, avoid interruptions and create favorable conditions for traders.
Organize the handover and receipt of contents related to the issuance of non-preferential C/O models A, C/O models B, C/O models according to the regulations of the importing country, CNM, C/O model GSTP and registration of REX codes during the period authorized by the Minister of Industry and Trade.
E-commerce and Digital Economy are responsible for ensuring the electronic data infrastructure at the eCoSys Management and Issuance System of the Ministry of Industry and Trade to carry out the following procedures: Electronic C/O level and collecting fees for goods (C/O); Receiving REX registration code.
VCCI is responsible for terminating the issuance of all types of C/O form A, C/O form B, C/O form that do not have preferential treatment according to the regulations of the importing country, CNM, C/O form GSTP and registering the REX code from the time specified in Clause 2, Article 4 of this Decision.
At the same time, supporting merchants to change the place where C/O issuing samples A, C/O samples B, C/O are not preferential in accordance with the provisions of importing countries, CNM, C/O GSTP sample and register Rex code as prescribed in Article 14 of Decree No. 31/2018/ND-CP of 8.3.2018 of the Government detailing the Law on Foreign Trade Management on goods origin.
Preside over or coordinate with competent authorities in inspecting, examining, and verifying the origin of goods issued by VCCI during the period authorized by the Minister of Industry and Trade to issue non-preferential types of C/O form A, C/O form B, C/O form B, C/O according to the regulations of the importing country, CNM, C/O form GSTP and registering the regime regime regime (if any).
Perform records and documents related to the issuance of all types of C/O samples A, C/O samples B, C/O without preferential as prescribed by importing countries, CNM, C/O GSTP sample and register Rex code as prescribed in Article 30 of Decree No. 31/2018/ND-CP dated August 8.2018 of the Government detailing the Law details

Prepare all the contents to organize the implementation of authorization to issue C 0 and C 0 for Conclusion A, C/O for mau B, C/O without preferential treatment according to the regulations of the importing country of CNM, C/O for mau GSTP and register the REX code to hand over to the Ministry of Industry and Trade.
This Decision takes effect from April 21, 2025.
