The development and implementation of policies and the development of separate supporting industries, especially the allocation of resources and investment attraction in this field, are still limited. Meanwhile, the majority of Vietnamese industrial enterprises are small and medium-sized enterprises and their operations are closely linked to the locality.
Mr. Le Khac Bao - Deputy Head of the Industrial Management Department, Department of Industry and Trade of Hai Phong City - said that in general, supporting industry enterprises in Hai Phong City have basically actively participated in the city's supporting industry development program and there are also a number of projects that have requested support. However, because the program has just been issued, these projects are still under review and have not been consulted for approval by the city.
According to Mr. Bao, the main difficulty for enterprises in participating in the value chain of large corporations that the city has attracted investment in the area such as LG, Bridgestone, etc. is that the financial capacity of enterprises is still limited; technology, equipment, and corporate governance of Vietnamese enterprises in general still face many difficulties; enterprises are still very small in scale, basically not mastering machinery and equipment to meet the standards required by large enterprises, so it is almost impossible for Vietnamese enterprises to participate. In addition, the quality of the leadership team as well as the personnel and labor of small and medium enterprises in general is still weak. Currently, there is a lack of premises for production and business in the city.
To effectively implement the city's supporting industry development program, Mr. Bao said that the Hai Phong Department of Industry and Trade also advised the city to continue investing in developing industrial zones and zones in the city. Second, continue administrative reform, improve the investment and business environment, and resolve administrative work to level three and level four. Third, support training of high-quality human resources and business administration.
“We are proposing some contents so that when large enterprises come to the city, there must be some constraints, for example, technology transfer or allowing small and medium enterprises to participate in a certain chain in production to promote the development of supporting industries of domestic small and medium enterprises, ensuring the target according to the city's supporting industry development program is 60% of industrial products produced by domestic small and medium enterprises,” Mr. Bao informed.
In recent times, the Ministry of Industry and Trade has always closely coordinated with localities to implement the supporting industry development program approved by the Prime Minister.
Since 2022, the Ministry of Industry and Trade has established a working group consisting of specialized units under the Ministry, of which the Department of Industry is the standing unit, to work with localities. Accordingly, the department has worked with about 15 localities to exchange content on the policies issued by the Central Government and, based on the characteristics of each locality, continue to develop policies suitable for the localities.
Mr. Pham Tuan Anh informed that in the coming time, the ministry will continue to improve mechanisms and policies to create a legal corridor for the industry in general and supporting industries to continue to develop. In addition, it will coordinate with localities in developing local policies to directly support businesses; build mechanisms so that in the process of attracting investment, there must be constraints with foreign businesses in the work of developing the localization rate.
