Lao Dong has published a series of articles reflecting on the ineffective and wrong purpose of the High-Tech Agricultural Center in Dong Bam Ward. Although it is an agricultural center with an area of over 5 hectares, after only a few crops, it has been abandoned and turned into a gathering place for materials and ores.
Previously, according to PV's investigation, in 2023, Thai Nguyen City People's Committee sent two documents No. 1107 and 1871 to the Department of Planning and Investment of Thai Nguyen province regarding the revocation of the High-tech Agricultural Center project in Dong Bam ward.
In mid-May 2023, the People's Committee of Thai Nguyen City held a meeting with representatives of Trung Anh High-Tech Joint Stock Company. Accordingly, the unit was requested to dismantle and move assets, and return the entire land area to the city for management. The dismantling and moving time must be completed before June 2, 2023.
After receiving the conclusion from the city, Dong Bam Ward People's Committee has notified the investor 3 times to request implementation, respectively on May 26, 2023; June 5, 2023; June 13, 2023. However, Trung Anh High-Tech Joint Stock Company still did not carry out the order to relocate and return the land.
After 3 unsuccessful requests, on August 31, 2023, Dong Bam Ward People's Committee continued to issue a notice to the project investor with the same content.
In early 2024, Dong Bam Ward People's Committee received feedback from people about the center's misuse and ore gathering. Upon inspection, it was discovered that the ore gathering area was 300m2, along with some machines for screening and slag ore.
Dong Bam Ward People's Committee has issued a document requesting superiors to coordinate and inspect the recovery of the land area handed over to Trung Anh Company.
In early July 2024, the People's Committee of Thai Nguyen City issued Document No. 3630 on the implementation of inspection conclusion No. 3467 of the People's Committee of Thai Nguyen province. The document clearly stated that the Department of Natural Resources and Environment would preside over and coordinate with units to request the investor to relocate and hand over the land. If Trung Anh High-Tech Joint Stock Company does not comply, it will urgently advise administrative measures according to regulations.
By August 2024, the People's Committee of Thai Nguyen City continued to issue document No. 620 requesting the investor to relocate assets and hand over land for city management, to be completed in August.
Although the city and ward have issued a series of announcements, the center has yet to hand over the site. The gathering of materials and ores still exists.
Speaking with Lao Dong Newspaper, Mr. Nguyen Toan Thang - Vice Chairman of Dong Bam Ward People's Committee confirmed that the locality had repeatedly notified Trung Anh High-Tech Joint Stock Company to relocate assets and hand over land as requested by the city, and had conducted statistics and counting, but the enterprise did not comply. The locality has reported to the city for a final solution.
The High-tech Agricultural Center project has an estimated capital of over 100 billion VND, invested by Trung Anh High-Tech Joint Stock Company, with an area of over 5 hectares.
According to the investment policy, the project's operating capacity includes: 600,000 cut flowers/year; 280,000 orchids/year; 100 tons of common vegetables/year; 40 tons of melons/year; 100 tons of seafood/year...
The goal was to create a place to preserve rare flower and ornamental plant genetic resources and create jobs for 100 workers. However, after a period of ineffectiveness, this agricultural center turned into a dumping ground.
