Streamlining 85 tax procedures to serve people and businesses

The workshop to collect opinions on cutting and simplifying tax administrative procedures organized by the Tax Department aims to reduce 30% of time, costs and 100% of online procedures.

The Tax Department (Ministry of Finance) opened a workshop to collect opinions on the plan to cut and simplify tax administrative procedures. The workshop was attended by representatives of the Department of Administrative Procedure Control (Government Office), the Private Economic Research and Development Board (Board IV), the Ministry of Justice, VCCI, Vietnam Association of Small and Medium Enterprises, Hanoi Association of Small and Medium Enterprises, enterprises and press agencies.

According to the report of the Tax Department, 304 tax administrative procedures have been published on the Electronic Information Portal; 177/182 online level 3.4 tax rates have been integrated into the National Public Service Portal.

From 2020 to now, the Ministry of Finance has issued 16 decisions: announcing 53 new administrative procedures, amending and supplementing 220 administrative procedures, and abolishing 133 administrative procedures.

The total number of tax administrative procedures has been streamlined from 304 to 219, of which 134 procedures (61.2%) have achieved full online public services and 48% are integrated on the National DVC Portal.

In his opening speech, the leaders of the Tax Department affirmed that tax reform is a key task, continuously following the Prime Minister's direction in Official Dispatch No. 22/CD‐TTg dated March 9, 2025 and Resolution No. 66/NQ‐CP dated March 26, 2025. The goal in 2025 is to reduce at least 30% of processing time and compliance costs; in the 2025-2026 period, 100% of TTHCs are eligible for online issuance of the entire process.

At the seminar, the Department of Taxation consulted with the delegates discussing the contents related to the overall orientation of the proposal to cut and simplify tax administrative procedures in the spirit of the Government's direction and the Ministry of Finance on the reform of administrative procedures for the period 2025-2026; Sharing experiences in deploying and reducing the reduction and simplification of administrative procedures effectively in the administrative system for the tax industry to learn; suggesting and proposing procedures to prioritize reform; specific solutions and plans to reform administrative procedures; Other contents related to the plan to cut and simplify tax administrative procedures of the Tax Department.

According to Deputy Director of Tax Department Dang Ngoc Minh, the plan to make reduction and simplification of administrative procedures in the near future of the Tax Department will continue to implement synchronously and drastically to ensure the completion of the task of reducing and simplifying tax administrative procedures in accordance with the direction of the Government, the Ministry of Finance, specifically as follows:

First, continue to review and comprehensively evaluate existing tax rates in the tax sector to determine that tax rates can be cut, simplified in terms of dossier components, processing procedures, and settlement time.

Second, continue to promote the application of information technology, electronization and automation of administrative procedure settlement processes, increase the rate of online public service provision throughout the entire process; enhance connectivity and data sharing between information systems inside and outside the Tax sector.

Third, improve the quality of coordination between tax authorities and relevant agencies, especially in interconnected procedures, procedures that need to verify, confirm information... to shorten the time for processing documents.

Fourth, propose to competent authorities to promptly amend and supplement relevant legal regulations to implement the plan to cut and simplify administrative procedures and meet reform requirements.

Fifth, organize communication, guidance, and support for taxpayers in accessing and implementing administrative procedures after simplification; increase surveys, collect feedback from people and businesses to continue to improve.
