At the Conference on implementing the Vietnam Trade Union Charter (Session XIII), the Southern Region was organized by the Vietnam General Confederation of Labor (Labor Federation) in Can Tho City on May 23, representatives of the Vietnam General Confederation of Labor Organization, presenting the report on research results, amending and supplementing the Charter and completing the Regulation on Vietnam Trade Union (Session XIII); Report new points of the Vietnam Trade Union Charter (Session XIII) and direction in the coming time; At the same time, introducing the full text of the Charter and guiding the implementation of the Vietnam Trade Union Charter (Session XIII).

The Charter of the Vietnam Trade Union XIII consists of 11 chapters with 45 articles, an increase of 10 articles compared to the Charter of the Vietnam Trade Union XII. In which, there are many new contents, demonstrating the spirit of innovation in thinking, innovation in organization and methods of Trade Union activities.
The introduction of the Charter is studied, edited and rearranged in a general, systematic and scientific manner, highlighting the position, role, nature and functions of the Vietnam General Confederation of Labor, creating a difference compared to other organizations of laborers.

The charter has added basic issues about trade union members. Clearly identify the objects and conditions for joining the Vietnam Trade Union; Supplementing conditions for employees at the time of writing the application of Vietnam Trade Union "not a member of the employee at the enterprise" to ensure the principle that an employee only participates in a representative organization of the employee.
At the same time, a system of Trade Union cadres has been added to build a team of standard, quality, qualified, capable, and prestigious Trade Union cadres to meet the requirements of the workers' movement and Trade Union activities in the new situation....

Speaking at the Conference, Vice Chairman of Vietnam General Confederation of Labor Nguyen Xuan Hung, emphasized that the Charter of Vietnam Trade Union is an important document, stipulating the organization and operation principle of the Vietnam Trade Union organization. Therefore, the serious, synchronous and effective implementation of the charter is the responsibility of all trade unions nationwide.
Vice Chairman of Vietnam General Confederation of Labor proposed that trade unions and trade unions fully aware of the role and significance of the Charter. Each trade union official, especially key officials at all levels, should clearly identify that the implementation of the Charter is an important political task, a step to concretize the innovation spirit of the XIII Congress of Vietnam Trade Union. The charter is the highest legal basis within the union organization. The compliance with the rules is a manifestation of discipline and discipline in the organizational system.
At the same time, organizing the dissemination and study seriously and widely; flexible application, in accordance with the characteristics of units and localities; Ready to adjust and update according to the new organizational model and enhance the inspection, supervision and promptly draw experience.
