Vietnam Trade Union "is the only representative of workers at the national level"

On behalf of the Standing Committee of the Central Committee of Vietnam Fatherland Front (Fatherland Front), Vice Chairman Hoang Cong Thuy signed the report of the results of collection of opinions in the Vietnam Fatherland Front system for the draft Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013.

Based on the synthesis of opinions and recommendations from socio-political organizations, member organizations of the Vietnam Fatherland Front and the Vietnam Fatherland Front at all levels, the Standing Committee of the Central Committee of the Vietnam Fatherland Front proposed to accept and revise the draft Resolution.

Regarding the amendment and supplement in Clause 2, Article 9 of the 2013 Constitution in the draft Resolution: Agree and propose to keep the regulations on socio-political organizations under the Vietnam Fatherland Front.

The addition of this provision is appropriate and necessary, ensuring the creation of the constitutional establishment of the location, relationship and principle of operation of the Vietnam Fatherland Front and socio -political organizations after arranging and streamlining according to the resolutions and conclusions of the Party Central Committee, the Politburo, the Secretariat; At the same time, to ensure the voluntary union specified in Clause 1, Article 9, in Clause 2, Article 9, supplement the principle of democratic negotiation, coordination and unification of the Vietnam Fatherland Front and member organizations including political and socio -political organizations.

In addition, the proposal to receive comments on the replacement of the phrase "under the chairmanship of the Vietnam Fatherland Front" with the phrase "presided over by the Vietnam Fatherland Front", according to which, Clause 2, Article 9 of the Constitution is shown as follows:

“2. Vietnam Trade Union, Vietnam Farmers' Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association are socio -political organizations under the Vietnam Fatherland Front, established on the basis of voluntary, representative and protection of legitimate and legitimate interests of members and members organizing their own national organizations; The owner, coordination and agreement on the actions chaired by the Vietnam Fatherland Front ”.

Regarding the Vietnam Trade Union (content amended and supplemented with Article 10 of the 2013 Constitution), the Standing Committee agreed and proposed to keep the phrase "affiliated" in Article 10 to conform to the amendment and supplement of Clause 2, Article 9 of the 2013 Constitution in the draft Resolution, ensuring consistency in the provisions of the Constitution.

The Standing Committee of the Standing Committee unified to receive the additional comments for the phrase "the only" and the provisions of "as the only representative of workers at the national level" to clearly affirm the position of the Trade Union in the representative of workers at the national level in "labor relations" and in the "International Relations on Trade Union".

Currently, the Vietnam Trade Union is the "most" representative of workers participating in national committees, councils, and steering committees related to the legitimate and legal rights and interests of workers such as: National Wage Council, Labor Relations Committee, Social Insurance Management Council, etc.

In international relations, the Vietnam Trade Union is the representative of Vietnamese workers in bilateral and multilateral cooperation activities (the Vietnam Trade Union is a member of the World Trade Union (WFTU); the representative of Vietnamese workers in relations with the International Labor Organization (ILO), the International Trade Union (ITUC) ...
