The Hanoi Market Management Force (QLTT) has just discovered a business establishment showing signs of changing product labels for engine additives, and at the same time transferred the entire file and exhibits to the police agency for further investigation and verification according to regulations.
Information from the Hanoi Market Management Department said that the incident was discovered during the implementation of Official Dispatch No. 38/CD-TTg dated May 5, 2026 of the Prime Minister on fighting, preventing and handling acts of intellectual property rights infringement.
Accordingly, on May 7, Market Management Team No. 2 coordinated with Hong Ha Ward Police to inspect the business location of Vietnam Petrochemical Investment and Trading Joint Stock Company at 78 De Quai, Hong Ha Ward, Hanoi City.
At the time of inspection, the facility was still open and operating normally. The representative working with the inspection team was Mr. N.K.D - Deputy General Director of the company.
Through checking legal documents, functional forces determined that the enterprise has its headquarters at No. 27 Hoa Ma, Hai Ba Trung ward, Hanoi City. However, the business location at No. 78 De Quai has not carried out the procedures for notifying registration of business location with functional agencies as prescribed.

Inspecting the actual goods at the facility, the inspection team discovered 24 cans of oil engine combustion chamber spray cleaning solution manufactured in the US, the label showing the importer is Vietnam Petrochemical Investment and Trading Joint Stock Company, but the enterprise has not presented invoices and documents related to these goods.
Notably, functional forces also discovered 479 cans of active ingredient cleaning needles for gasoline engine combustion chamber code 201 with signs of changing goods labels.
According to records, the initial products bearing auxiliary labels show that the importer is Ninh Van NIVA CO., LTD. Co., Ltd. However, at the time of inspection, the company was peeling off the original label and replacing it with a new label bearing the information that the importer is Vietnam Petrochemical Investment and Trading Joint Stock Company.
Among these, 58 cans have completed the label change and are listed with a selling price of 248,400 VND/can; 18 cans have removed old labels but have not been labeled with new ones; and 403 cans still retain the original labels with a listed price of 428,328 VND/can. A business representative said that these goods were also expected to have their labels changed, but before they could be implemented, they were inspected by functional forces.
At the scene, the inspection team also discovered many exhibits related to the change of goods labels such as labels that had been removed from products, new labels being prepared for pasting, dozens of kg of original labels used for gasoline and oil engines, carton boxes containing goods and a labeling machine.


Recognizing that the case showed signs of being related to the act of producing counterfeit goods, Market Management Team No. 2 temporarily seized all goods, and transferred the file and exhibits to Hong Ha Ward Police for further investigation and clarification in accordance with legal regulations.
