Attracting global attention
From October 2023 to present, Da Nang has taken many important steps with the main direction of focusing on developing semiconductor human resources, cooperating with large domestic and foreign enterprises and partners to attract investment, train human resources , and form a semiconductor ecosystem.
By 2030, Da Nang aims to become one of the three largest semiconductor centers in Vietnam, forming a network to train high-quality human resources in semiconductors associated with the synchronous development of the semiconductor ecosystem.
According to Mr. Le Trung Chinh - Chairman of Da Nang City People's Committee, the world's leading semiconductor design enterprises such as Synopsys, Marvell are present in Da Nang or Nvidia, Qualcom, Intel... have come to survey investment opportunities and have plans to cooperate in training high-quality human resources in the city.
Foxlink Group, one of Taiwan's leading enterprises, has also invested 135 million USD in Da Nang and is planning to expand in the near future.
Ms. Susan Burns - US Consul General in Ho Chi Minh City said that Da Nang's semiconductor industry is attracting global attention thanks to its strategic location and high-quality human resources. The United States recognizes the importance of promoting the supply chain and wishes to enhance cooperation in the semiconductor sector in Da Nang.
US companies and corporations such as Synopsys, Marvell and Intel have established a strong position in Vietnam in recent times and wish to continue expanding their investment in Vietnam as well as expanding cooperative relations with Vietnamese partners, contributing to the development of the semiconductor industry in particular and the development of Vietnam's economy in general.
Many preferential policies
According to Mr. Ho Ky Minh - Vice Chairman of Da Nang City People's Committee, in the coming time, Da Nang City will implement a series of policies to attract investment and build a semiconductor ecosystem. For strategic investors, enterprises will be leased land by the State without auctioning land use rights, bidding to select investors; and can choose the form of State land lease with one-time land rental payment for the entire lease period.
For strategic partners, enterprises are directly leased information infrastructure assets by the State without auction; are designated by the State to bid for the purchase of specific equipment; are supported with no more than 5% of the total cost of purchasing production support equipment, costs of moving assets, production lines, equipment, technology, costs for new investment projects; are partially supported with costs of hiring highly qualified human resources.
For investment activities in developing semiconductors , artificial intelligence, information and communications, enterprises will be exempted from corporate income tax for a period of 5 years from the time the payable income tax arises.
Exemption from personal income tax and corporate income tax for organizations with income from transferring shares, capital contributions, and capital contribution rights to innovative enterprises, semiconductor chip activities, and artificial intelligence for a tax exemption period of 5 years from the time of capital contribution to the enterprise.
In addition, businesses are also exempted from personal income tax for a period of 5 years for income from innovative start-up activities, activities in the fields of design, production, packaging, testing of semiconductor chips, and artificial intelligence working at businesses in the city.
For students and experts in the semiconductor industry, the city supports training and development costs for students majoring in semiconductors; enjoy preferential treatment in terms of income and accommodation costs.
