Located in the Hoa Binh lake area, Tien Phong commune (Phu Tho) has great advantages from nature and Hoa Binh hydropower project. Along with that, the locality also possesses the unique cultural identity of the Muong Au Ta people at Da Bia, Duc Phong hamlet - where the community tourism model has been maintained and developed for many years. Or the culture of the Dao Tien people, residing in many hamlets.
Prominent is the Tong Dong Festival - a unique festival gathering the Dao Tien community in Son La, Phu Tho and Hoa Binh (old) areas at the beginning of spring.
Another important advantage is the spiritual tourist destination of Thac Bo Temple. According to Ms. Ban Kim Quy, Chairwoman of Tien Phong Commune People's Committee, based on these potentials, the locality orients the development of three key tourism product groups including spiritual tourism, eco-tourism and community tourism.
Many advantages of the lake area have not been effectively exploited, the goal of making Hoa Binh Lake a National Tourist Area by 2025 has not been achieved. This will continue to be a goal that needs to be focused on in the coming period" - Ms. Quy assessed.
Besides the limitations of infrastructure, transportation, and electricity networks serving commercial business, Ms. Quy pointed out subjective "problems", in which people are the decisive factor in tourism development.
According to Ms. Quy, currently the work of carrying out administrative procedures, attracting and inviting investment is still limited. In particular, land procedures face many difficulties because most of the lake area is protection forest, causing large and small-scale tourism projects to encounter obstacles in the implementation process.
Discussing solutions to effectively develop tourism in the Hoa Binh lake area, Mr. Kieu Cong Thuoc - Vice Chairman, Head of Human Resource Development Department of the Vietnam Cultural Industry Development Association - proposed 5 groups of solutions.
First, build a master plan for the tourism space of the lake area, creating a synchronous and sustainable development orientation.
Second, build a lake tourism brand associated with Muong, Thai culture and other ethnic groups, creating a diverse performance stage of national cultural identity in Phu Tho province. At the same time, develop green resort products, healing resorts and resorts for the elderly - a potential segment in the coming time.
Third, standardize transport infrastructure, ports, services and environment. Tourists not only come to visit but also to experience the culture, cuisine, services and human values of the locality.
Fourth, publicize the list of projects calling for investment, and at the same time issue mechanisms and policies that are attractive and breakthrough for each group of projects.
Fifth, train local people to become the subjects of the tourism industry, improve their capacity to participate in providing services and preserving indigenous cultural values.
Not only stopping there, Mr. Thuoc said that it is necessary to stratify the subjects participating in tourism development to have appropriate policies. The first level is the State management agency, playing a policy-creating role. The second level is businesses, business households and people directly participating in providing services and cultural practices. The third level is tourists - the beneficiaries of tourism products.
