Dien Bien and Lai Chau provinces are making progress in improving the investment and business environment and enhancing competitiveness. By reducing the time to resolve administrative procedures (TTHC), these two Northwest provinces are opening the door to welcome investment capital flows.
In Dien Bien, there are currently 2,074 administrative procedures being implemented (1,633 provincial-level administrative procedures and 441 commune-level administrative procedures). Through review, more than 54% of the total number of administrative procedures being implemented are related to business operations. However, the actual number of administrative procedures generating dossiers only accounts for about 18% of the total number of administrative procedures related to businesses.
The province has proposed 35 administrative procedures implemented under the "green channel" mechanism, including 31 provincial-level administrative procedures and 4 commune-level administrative procedures proposed for pilot implementation.
The "green channel" mechanism is applied to many groups of projects with high spillover effects and development motivation such as: industrial park projects, industrial clusters, logistics centers; social housing projects; residential area projects, urban areas; and many large-scale domestic and foreign investment projects.
Specifically, agricultural production projects, processing of agricultural, forestry and fishery products from 250 billion VND or more; service projects from 500 billion VND; industrial production projects from 750 billion VND are all eligible for priority "green channel".
To continue to improve the effectiveness of administrative reform, Mr. Le Van Luong - Chairman of Dien Bien Provincial People's Committee also requested specialized agencies to review and propose plans to reduce the resolution time for each administrative procedure under their management. Specify the resolution time after the reduction, ensuring shortening from 70% to 90%.
The reduction must ensure that no additional intermediate processes arise, and does not affect the quality of dossier resolution.

In Lai Chau, improving the investment and business environment, and enhancing provincial competitiveness are implemented in a transparent, convenient, safe, friendly and equal direction.
Through this, the province expects to improve the quality of management, strengthen the trust of the business community and create a clear change in the quality of service for people and businesses.
Lai Chau strives to bring the provincial competitiveness index (PCI) in 2026 to the national average level, with a score of about 60.8 - 61.5 points and maintain a ranking position from 23 to 27 among provinces and cities.
To "lay the red carpet" to welcome investors, Mr. Tong Thanh Hai - Standing Vice Chairman of Lai Chau Provincial People's Committee - said that the province prioritizes attracting large investors with financial capacity, using modern technology and being environmentally friendly.
Focus on attracting investment in projects that create added value and large budget revenues, especially in the fields of: renewable energy, tourism, high-tech agriculture, deep processing, urban infrastructure and industrial park and cluster infrastructure.
Along with that, strengthen dialogue and meetings with businesses and investors through conferences and businessmen meeting programs to promptly remove difficulties and obstacles.
