Pioneer in strategic technology fields
From producing semiconductor chips, operating smart grids to mastering oil and gas - energy technology, state-owned enterprises are innovating management, improving operational efficiency and contributing to building national technological autonomy capacity.
In early 2026, the Military Industry - Telecommunications Group (Viettel) started construction of the first semiconductor chip manufacturing plant in Vietnam.
The business said that this field requires particularly sophisticated technology, a production process with thousands of continuous stages, very large investment and long capital recovery time.
The participation of state-owned enterprises in chip manufacturing is of strategic significance, contributing to the formation of domestic production capacity, reducing external dependence and promoting the development of the domestic semiconductor ecosystem.
Lieutenant General Tao Duc Thang - Chairman cum General Director of Viettel - said that the Group aims to complete construction investment, receive technology transfer and start trial production by the end of 2027.
Gradually mastering technology and digital management
In the field of industry - energy, science and technology and digital transformation are helping many state-owned enterprises gradually improve their self-reliance, master technology and optimize operations.
According to information from Vietnam National Industries - Energy Group (Petrovietnam), from being heavily dependent on foreign experts and imported technology, the Group has gradually built a team of engineers and experts capable of mastering technology in many key areas.
In oil and gas exploration, exploration and exploitation activities, many complex technical stages such as seismic treatment, field modeling, exploitation design or well treatment previously had to hire international consultants at high costs, but now Petrovietnam's technical team can directly implement, optimize and improve to suit actual conditions.
Petrovietnam said that its technological autonomy capacity helps the Group reduce costs, improve its ability to respond to market fluctuations, complex geological conditions and specific operating requirements. Not only in exploitation, digital transformation also changes the management and operation of the entire Group.
At PV Power power plants, automatic control systems, optimized operating software for units, fuel efficiency monitoring and forecasting maintenance technology have helped increase the availability of equipment, reduce engine stopping time and reduce operating costs.
Chairman of Petrovietnam's Member Council Le Ngoc Son affirmed that science and technology, innovation and digital transformation are one of the three most important strategic breakthroughs of the Group. Because in the context of increasing competition, resources are no longer the only advantage, then technological capacity, human resource quality and innovation ability are the decisive factors for the company's position.
Mr. Vu Hong Phuong - Director of the State Enterprise Development Department (Ministry of Finance): The guiding viewpoint of the Party and State in the past time has consistently affirmed that state-owned enterprises are an important material force of the State economy; playing a leading role in essential industries and fields of the economy.
The SOE sector has contributed to building the socio-economic infrastructure system, promoting economic restructuring, macroeconomic stability, inflation control, and at the same time implementing tasks on national defense, security and ensuring social security.
