Building a synchronous and unified national cybersecurity protection architecture
This content is stated in Directive No. 57-CT/TW of the Secretariat on strengthening network security, information security, and data security in the political system.
The Directive has outlined key tasks and solutions to ensure network security, information security, and data security. In which there are requirements for focusing investment, modernizing infrastructure, technology and technical solutions to ensure network security.
The Directive clearly states that national resources should be focused on researching, developing and applying anti-quantum cryptography algorithms to protect state secrets, ensure network security against challenges in decryption technology using quantum computing; master core strategic technologies such as cryptography technology, design and production of "Make in Vietnam" security chips; encourage socialization for the development and application of civilian cryptography products to secure information.

Building a synchronous, unified, multi-layered national network security protection architecture to support protection for the entire Vietnamese Internet network infrastructure and information systems of ministries, agencies, localities, organizations, and businesses.
In which, focus on building and effectively operating the National Network Defense System, the National Network Security Operation Platform and national common digital platforms specializing in network security, which are common platforms in the Digital National Overall Architecture Framework to protect network security for important information and resource systems on the Internet of Vietnamese agencies, departments, ministries, branches, localities, agencies, and businesses; have the ability to integrate and connect with appropriate network security products, meeting network security standards and regulations.
Improving the capacity of the National Cyber Security Center under the Ministry of Public Security. Guiding the construction of cyber security centers in provinces and cities. Issuing a list of minimum equipment required at cyber security centers. Expanding network security monitoring connections to the entire national database, specialized databases, information systems, common systems of the entire political system...
Ensuring sustainable financial resources for network security work
The Directive also clearly states the construction and completion of a system of national technical standards and regulations on network security; organizing periodic reviews, inspections, and assessments of information security and network security assurance work. Focusing on developing technical solutions to ensure absolute safety for key information systems; strengthening close coordination and combat coordination between specialized forces in protecting network security throughout the political system.
Review and adjust the planning of information technology infrastructure in the direction of centralizing servers to data centers that meet standards and meet network security conditions. Strengthen connection security, maintain stability, smoothness and safety of national data flows, international connection in all situations, including when disasters and wars occur.
Ensure sustainable financial resources for network security work. Strictly implement regulations prioritizing the use of domestic network security products and solutions in public investment projects. Ensure that the proportion of funds spent on network security and information security reaches at least 15% of the total budget for implementing information technology application and digital transformation plans; invest with focus and key points, avoiding spreading and wasting.
